About The Position

The Civil Engineer II works in various locations across the City of Des Moines performing a variety of functions including coordinating the design and construction of complex, civil engineering and public improvement projects in addition to other assigned work. This role can encompass several areas within the Engineering Department and the Clean Water Division of Public Works, including project management, construction oversight, design, development review, and planning for infrastructure projects such as streets, bridges, sewers, and river improvements. The position involves reviewing private land development plans, providing technical guidance, and evaluating system needs to support city development.

Requirements

Graduation from an accredited college or university with a bachelor’s degree in engineering (Construction, Environmental, Civil) or related field.
Three (3) years of experience as a licensed Professional Engineer (PE) in engineering design and construction contract management.
Three (3) years of experience in project management and facilitation of public engagement initiatives.
Possession of Professional Engineer License valid in the state of Iowa.
If PE license is not issued by the State of Iowa, ability to obtain within six months of appointment.
Pass a post-employment offer physical examination and drug screen.
Possession of a valid Iowa driver's license or evidence of equivalent mobility.

Responsibilities

Coordinate the design and construction of complex, civil engineering and public improvement projects.
Provide project management and construction oversight for public building projects (fire stations, libraries, police facilities, park facilities, parking garages, office buildings, skywalks, bridges).
Provide planning, detailed design, project management, and construction oversight for capital improvement and public infrastructure projects (streets, park facilities, bridges, storm and sanitary sewer, sidewalks, river improvements).
Provide planning, permitting, and technical guidance for private land development, including review of construction drawings, plats, site plans, and stormwater management reports.
Evaluate storm and sanitary sewer needs to support development and re-development.
Manage resident complaints, investigate sewer issues, coordinate repairs, and plan capital projects.
Certify plans as a licensed Professional Engineer (PE).
Develop concepts, designs, plans, and budgets for civic projects.
Act as resident engineer for major public works projects.
Act as lead engineer and project manager for design and contract administration.
Supervise and direct the work of Civil Engineer I and Engineering Technicians.
Update and provide current requirements to employees using state and federal road funds.
Coordinate and track submittals between the engineering department and governmental agencies.
Coordinate with computer technicians to develop computer standards, procedures, and forms.
Research proposed projects and prepare preliminary plans and cost estimates.
Resolve construction conflicts and technical issues.
Review procedures to ensure state, federal, and local requirements are met.
Analyze reports, maps, drawings, blueprints, and tests to plan and design projects.
Calculate costs and determine project feasibility.
Prepare plans, estimates, and specifications for modifications and enhancements to streets and highways.
Prepare property descriptions and right-of-way maps.
Provide engineering and technical direction for public improvement projects.
Prepare site plans, working drawings, specifications, and cost estimates for land development.
Review consultant plans, specifications, and estimates, as well as departmental design plans.
Coordinate with contractors, consulting engineers, surveyors, inspectors, and utility representatives.
Assemble information to create plans and special provisions for public improvements.
Administer public works contracts, including scheduling pre-construction conferences and coordinating utility relocation.
Generate correspondence and maintain files for public improvements.
Maintain private construction contract files and coordinate with developers, engineers, contractors, and inspectors.
Provide information and demonstrations to new employees.
Keep supervisors informed of work progress, problems, and suggestions.
Attend meetings, conferences, workshops, and training sessions to stay current.
Respond to citizens' questions and comments.
Communicate and coordinate with appropriate personnel for interdepartmental efficiency.
Perform other directly related duties consistent with the classification.
Coordinate relocation of utilities in conflict with construction projects.
Assist in the development of requests for proposals and selection of outside consultants.
