About The Position

ENTRY-LEVEL OPPORTUNITY FOR ENGINEERING STUDENTS AND GRADUATES! The Department of Environmental Services (ENV) is looking to fill two (2) Civil Engineer I positions. There is one (1) vacancy with the Wastewater Engineering & Construction Division located in Honolulu. There is one (1) vacancy with the Refuse Division located in Kapolei. The Honolulu Board of Water Supply (BWS), Water Resources Division, has one (1) vacancy for Civil Engineer I located in Honolulu. The expectation for any Civil Engineer I is to learn and progress upward to higher levels. Opportunity to progress up the career ladder and/or qualify for other higher-level positions will depend on satisfactory work experience and demonstration of applicable knowledge and skills.

Requirements

  • At time of application, you must be a citizen, national or permanent resident alien of the United States or a non-citizen eligible under federal law for unrestricted employment.
  • Equivalent to graduation from a regionally-accredited four-year college or university with a bachelor's degree in an engineering specialty.
  • Students who will graduate in the current semester (Fall 2026) with a Bachelor’s or Master’s degree in Engineering may apply.
  • Possession of an appropriate valid driver’s license (automobile/Type 3).

Responsibilities

  • Perform routine civil engineering work and assist in preparing design plans, estimates, and reports.
  • Follow specific instructions from a licensed engineer and adhere to well-established engineering principles and practices.
  • The scope of work involves simple projects such as replacement, improvements, repairs, and rehabilitation to gravity sewer lines.
  • Under the supervision and direction of the Planning & Engineering Branch Chief, this position is responsible for learning and assisting with solid waste planning, resource recovery, and engineering projects, and learning to develop engineering judgement.
  • They will receive training in adhering to applicable safety practices, rules, and procedures, and perform all duties safely and appropriately to ensure the safety of self, co-workers, and the general public.
  • Under close supervision, performs routine and well-defined civil engineering work to support the development, planning and design of projects in the Capital Projects program.
  • Conduct routine site visits to assist with preparing feasibility studies, environmental assessments, impact statements, design of water systems, and assessing the feasibility of resource supply options and new technological alternatives.
