About The Position

Under the direction of the Director of Calendar Management, the Civil Differentiated Case Management (DCM) Coordinator is responsible for coordinating, monitoring, analyzing, and improving civil caseflow management processes for Civil Law, Equity, and Foreclosure matters. The incumbent serves as a key resource in ensuring compliance with the Civil DCM Plan, Maryland Rules, Administrative Orders, and applicable court policies. This position analyzes case-processing workflows, identifies operational efficiencies, monitors case-flow trends, and provides recommendations to enhance the timely and effective disposition of cases. The Civil DCM Coordinator works collaboratively with judges, court leadership, court staff, and justice partners to support the Court’s commitment to the fair, efficient, and timely administration of justice.

Requirements

  • Bachelor’s degree from an accredited college or university in Public Administration, Business Administration, Criminal Justice, Legal Studies, Social Sciences, or a closely related field, and three (3) years of progressively responsible experience in court operations, case management, judicial administration, legal support services, or a related field.
  • An equivalent combination of education, training, and experience that provides the required knowledge, skills, and abilities.
  • Experience working within a court system, legal environment, or judicial branch organization is highly desirable.
  • Knowledge of Principles and practices of court administration and caseflow management.
  • Knowledge of Maryland Rules, court procedures, and civil case processing practices.
  • Knowledge of Data collection, analysis, reporting, and performance measurement techniques.
  • Knowledge of Office administration and records management practices.
  • Knowledge of Principles of process improvement and operational efficiency.
  • Skill in Researching, analyzing, and interpreting complex information.
  • Skill in Preparing reports, presentations, and recommendations.
  • Skill in Utilizing Microsoft Office Suite, including Excel, Word, Outlook, and PowerPoint.
  • Skill in Managing multiple priorities and deadlines in a fast-paced environment.
  • Skill in Building effective working relationships with judges, court personnel, attorneys, and external stakeholders.
  • Ability to Exercise sound judgment and discretion in handling confidential information.

Responsibilities

  • Monitors civil case flow to ensure compliance with the Civil DCM Plan, Maryland Rules, and applicable court policies and procedures.
  • Analyze statistical reports to measure accuracy and compliance of civil scheduling practices as part of quality assurance using a variety of technological applications.
  • Assist with reports, recommendations, and presentations for the Administrative Judge, Civil Coordinating Judge, Deputy Court Administrator, and other court leadership.
  • Review civil and foreclosure case records to determine readiness for scheduling, hearings, settlement conferences, trial assignments, including Maryland Rule 2-507 evaluation.
  • Identify case-processing issues, procedural inconsistencies, and workflow challenges, and recommend corrective actions.
  • Collaborate with judges, magistrates, court administration, and the Clerk’s Office to improve case management processes and court efficiency.
  • Assist with case flow data and performance metrics to identify trends, emerging issues, and opportunities for process improvement.
  • Assist in developing, implementing, and maintaining civil case management procedures and operational guidelines.
  • Participate in internal and external committees, workgroups, and professional development activities related to court administration and case flow management.
  • Assist with special projects, strategic initiatives, and operational studies related to court performance and case processing.
  • Perform other related duties as required.
