About The Position

Directs program operations and staff responsible for transportation industry workforce development programs. Manages complex project planning activities. Works with division management to develop policies and procedures for staff. Work requires travel. Work requires extensive contact with executives, managers, consultants, governmental agencies and the public. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence.

Requirements

  • Bachelor's Degree in a related discipline. Relevant work experience may be substituted for degree on a year per year basis.
  • 5 years of experience in civil rights, labor relations, workforce development or related work. (Experience can be satisfied by full-time or prorated part time equivalent.) Related graduate-level education may be substituted for experience on a year per year basis.
  • Valid driver’s license. This position requires driving a state vehicle.
  • Extensive knowledge of: Statistical analysis methodologies and reporting procedures, Program development, Federal and state civil rights laws, Applicable laws, rules, and regulations
  • Considerable knowledge of: Equal employment opportunity guidelines, Applicable computer operating systems and relevant applications, Contract development and oversight
  • Expert skill in: Researching, analyzing, and interpreting policies and state and federal laws and regulations specific to functional area, Managing projects and project teams, Meeting deadlines

  • Sedentary work: Lift up to 10 lbs at a time and occasionally carry files/small tools

  • Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading

Responsibilities

  • Develops and coordinates transportation industry workforce-development programs.
  • Advises management on various transportation industry workforce development studies by identifying best practices, priorities, defining study scope, purpose, objectives, time frames, and resource requirements.
  • Tracks transportation industry workforce development program activities; develops and monitors performance data.
  • Creates and manages FHWA-mandated plans for the federal highway industry workforce programs.
  • Maintains contact with external agencies, such as the Federal Highway Administration, contractors, subcontractors, and the general public on highway industry workforce development program areas.
  • Develops and monitors statistical performance measures.
  • Develops goals for the section and manages the planning activities, resources, and work priorities required to meet those goals.
  • Directs the development of detailed schedules by work breakdown structure and resource assignments to each activity.
  • Ensures compliance with state and federal laws, rules, and regulations, department processes, and procedures.
  • Oversees technical and policy analysis of the impacts of policy decisions and legislation
  • Recommends staffing and funding for division-related activities.
  • Represents the division or Department on state, national, and international task forces or committees, as required.
  • Supervises professional and administrative staff.
  • Trains Department employees, consultants, and contractors.
  • Partners with Human Resources to assist in developing, coordinating, and implementing department-wide engagement initiatives.
  • Performs other job responsibilities as assigned.
