About The Position

The Department of Human Resources (DHR) is seeking an experienced professional to manage the Citywide Leaves and Accommodation program. This role is crucial for ensuring departments provide proper guidance and support for employee leaves and absences, which can be a complex and regulated process. The Absence Management Program, within the Health and Safety Division, serves as the City’s central resource for over 33,000 employees, offering training and support to HR staff across all departments. The program educates departments on various leave laws and assists individual employees with reasonable accommodations under the Americans with Disabilities Act (ADA) through a 60-day job search process.

Requirements

  • Possession of a baccalaureate degree from an accredited college or university.
  • Five years of professional human resources experience in one or more of the following areas: recruitment and selection; classification and compensation; employee and/or labor relations; benefits administration; human resources operations; diversity, equity, and inclusion; and personnel training.
  • Of the five years of experience, one year must have been as (1) an advanced journey level classification, similar to 1244 Senior Human Resources Analyst, that performs difficult and specialized human resources work and serves as a resource for special problems, or (2) lead or supervised a small team of professional staff involved in difficult and complex matters associated with recruitment and selection; employee and/or labor relations; classification and compensation; benefits administration; human resources operations; diversity, equity, and inclusion; and personnel training.

Nice To Haves

  • Possession of a Juris Doctorate (J.D.) or a Masters degree in Personnel Administration, Human Resources Management, Business Administration, Public Administration or Clinical/School/Industrial-Organizational Psychology may be substituted for one (1) year of the required non-advanced journey / non-lead/supervisory experience.
  • Completion of a 12-month human resources trainee program equivalent to the City and County of San Francisco's 1249 Human Resources Training Program may substitute for one (1) year of the required non-advanced journey / non-lead/supervisory experience.

Responsibilities

  • Managing a small team of human resource professionals.
  • Serving as a consultant, advisor, and subject matter expert in all aspects of the employee leave process, system, and reasonable accommodation processes and policies.
  • Monitoring and evaluating the City’s Absence Management Program to ensure compliance with DHR policies and local, state, and federal laws.
  • Planning, monitoring, evaluating, directing, and supervising the operation of the Absence Management Program.
  • Assisting in the identification, development, and implementation of goals, objectives, policies, and priorities.
  • Coordinating work to improve programs or services.
  • Evaluating current and future practices for continuous improvement.
  • Developing citywide rules, guidelines, and procedures for handling, tracking, and record maintenance of employee leaves and accommodations under ADA/FEHA.
  • Refining employee leave management data through improvements in data collection, analysis, and recommendations.
  • Producing and presenting citywide data as needed.
  • Monitoring and evaluating leave usage across departments to identify overuse and consulting on plans to address leave abuse and return employees to work.
  • Counseling and advising department human resources management and staff on leave and accommodation laws, policies, and provisions.
  • Conducting case review meetings with Departments and Workers Compensation staff to identify high-risk complex cases for earlier intervention and accommodation consideration.
  • Designing and delivering training programs for managers, supervisors, and employees on absence management policies and related topics.
  • Presenting before the Civil Service Commission, Board of Supervisors, and other boards on disability, accommodation, and leave matters.
  • Representing the City as a subject matter expert during litigation and settlement of disability and leave matters and mediation with external agencies.
  • Providing supervision, direction, and coaching to the Absence Management Program staff.
  • Performing other duties as assigned.
