About The Position

Management position responsible for the planning, organization and management of design and construction projects as assigned including general administration, budgeting and capital planning. Responsible for assuring that projects are consistent with applicable codes, standards and principles and are completed on schedule and within budget. Must be environmentally responsible; and enhance, improve and respect our community standard of living and quality of life.

Requirements

  • Able to read, write, speak and understand English to communicate with general public, coworkers and contractors.
  • Able to work required number of hours necessary to do the job – 40 (forty) plus.
  • Able to use equipment and/or materials as specified in this job description.
  • Able to navigate over unleveled ground and on levels of buildings throughout construction sites.
  • Required to be available for emergency duty during a disaster or declared emergency.
  • Computer literate and keyboard/mouse proficient.
  • Knowledge of principles, methods, materials, equipment and practices of site development planning, civil engineering design, construction and maintenance activities.
  • Knowledge of applicable federal, state and city laws, rules, regulations and ordinances pertaining to departmental operations.
  • Knowledge of environmental regulations and permitting through various resource agencies.
  • Ability to train employees in areas of work assignment.
  • Ability to establish and maintain effective working relationships with other employees, supervisors, department heads, city officials, agencies, contractors, developers and the general public.
  • Ability to express ideas and information clearly and concisely, both in writing and verbally.
  • Ability to exercise judgment and discretion in devising, installing and interpreting City rules, regulations, policies or procedures.
  • Ability to plan and direct varied operations in the field and office.
  • Ability to critically assess situations, solve problems, work effectively under stress, within deadlines, and in emergency situations.
  • Use of a personal computer, related software and office equipment.
  • Must possess a Bachelor’s degree in Civil Engineering, Construction Management or other closely related field from an accredited college or university.
  • Must have at least seven (7) years of work experience in civil engineering or construction management of infrastructure projects with a demonstrated knowledge of the principles, standard methods and practices of municipal engineering and roadway design and construction and a minimum of seven (7) years in a responsible project management position including supervision of staff.
  • Five years’ experience in financial management and capital planning of engineering design and construction projects.
  • Possession and maintenance of Florida driver’s license

Nice To Haves

  • AutoCAD and GIS certifications are highly preferred.
  • Certified Project Management Professional preferred.

Responsibilities

  • Provides senior level project management with a wide range and scope of Engineering Services projects with components including, but not limited to, request for proposal, concept development, consultant management, design review, bidding, construction administration and project closeout.
  • Assist in organizing and overseeing departmental activities and directing personnel in daily functions.
  • Performs professional engineering level work in the office and field in connection with typical municipal capital projects such as roads and pavements, storm drainage systems, sewer systems, buildings, port and marine projects and various other civil engineering activities.
  • Build and maintain relationships with the owner, architect/engineer, construction manager, and other project partners.
  • Ensure the project schedule accurately depicts the construction plan and project progress.
  • Foster an environment of communication and information sharing.
  • Manage the project's staffing plan and forecast personnel needs at all phases of construction.
  • Carry procurement goals throughout the life of the project and ensure scope, pricing, and schedule meet all project needs.
  • Promote and encourage safe work behaviors and ensure the site-specific safety plan addresses the unique project safety needs.
  • Responsible for developing administrative and program standards as directed.
  • Resolves/ answers complaints from citizens and elected officials.
  • Participates in the preparation and/or prepares reports, studies, budget, capital plans, specifications, bids, contracts, and other correspondence to ensure compliance with prescribed standards, rules and regulations.
  • Participates in the long range and short range financial and capital planning related to department functions.
  • Attend City related meetings when presentations and information in support of assigned projects are required.
  • Implement programs and projects aimed at achieving departmental objectives.
  • Supports the Director when Meeting with public officials and citizen organizations to explain various department projects and programs.
  • Evaluates and recommends bids for related services.
  • Observes construction activity and acts as a liaison between contractor and design consultant.
  • Prepares Executive Summary reports for items to be presented at City Commission meetings.
  • Performs related technical, administrative, advisory and supervisory work as required.
