About The Position

The City Planner will review and analyze current planning proposals to make recommendations to the Director regarding growth trends. This role may advise developers, property owners, and the public through the development process. The City Planner may perform technical reviews of site and subdivision plans with a focus on Municipal Utility Districts, prepare technical reports, and update the Comprehensive Plan. Responsibilities also include performing special area and sector studies, analyzing special issues, researching, and creating and maintaining a short-term and long-range Annexation Plan. The role involves researching department grant funding, managing clean-up projects, and other special assignments.

Requirements

  • Four-year bachelor's degree in Urban Planning or related field of study.
  • Valid Texas class "C" driver's license or higher.
  • Microsoft experience in Word, Excel, etc.
  • Skill in coordination and writing various planning documents for the City of Conroe including the Comprehensive Plan.
  • Skill to obtain grant information from various sources.
  • Ability to review site plans for solutions and compliance with City Ordinances and all regulations.
  • Ability to review development site plans and subdivision plats for private improvements for compliance with all regulatory codes, ordinances, and laws.
  • Ability to work with Public Works to implement the necessary policies and procedures to ensure the transition from policy to project.
  • Works heavily with Census Data.

Nice To Haves

  • A minor in civil engineering is highly desirable.
  • Previous experience preferred.
  • Experience may be substituted for the degree requirement.
  • Certified City Planner preferred.
  • Microsoft experience in Word, Excel, etc. preferred.

Responsibilities

  • Develop and implement policies and procedures to improve and simplify the planning approval process.
  • Make difficult technical and administrative decisions.
  • Analyze development regulations and advise department staff with updates.
  • Review and recommend changes to improve service to residents and developers.
  • Collect, manage, and analyze data to formulate recommendations to the Director of Community Development.
  • Work with Public Works to implement necessary policies and procedures.
  • Identify potential grants.
  • Complete grant applications and submit to appropriate agencies.
  • Follow up with agencies to determine if other grants are available.
  • Process or resolve citizen concerns or complaints related to planning, growth, annexation, and development activities.
