About The Position

Under the direction of the City Manager, the City Attorney serves as the City's chief legal advisor and provides legal counsel and support to the City Council, City leadership, and departments across the organization. This position plays a critical role in guiding municipal operations, managing legal risk, and ensuring compliance with federal, state, and local laws. The ideal candidate will have extensive experience in municipal law and possess strong skills in land use and zoning, contracts, employment law, risk management, and public governance. This position requires sound judgment, exceptional communication skills, and the ability to provide practical legal guidance in a fast-paced public sector environment.

Requirements

  • Juris Doctor degree from an accredited law school
  • Minimum of ten (10) years of professional legal experience, preferably in municipal or government law
  • Significant experience in land use law, contract law, and employment law
  • Active membership in good standing with the Utah State Bar
  • Admission to practice before Utah State Courts and the U.S. District Court for Utah
  • Valid Utah Driver's License

Nice To Haves

  • Experience in criminal prosecution or advising law enforcement agencies
  • Familiarity with BCI and UCJIS systems
  • Experience providing legal guidance related to investigations, criminal law, or prosecution support

Responsibilities

  • Advise the City Council, City Manager, department directors, and staff on legal matters affecting municipal operations
  • Provide legal guidance regarding land use, zoning, planning regulations, and development agreements
  • Draft, review, and negotiate contracts, ordinances, resolutions, leases, and other legal documents
  • Provide counsel on employment and personnel matters, workplace policies, investigations, and compliance
  • Conduct legal research and prepare written legal opinions
  • Represent the City in civil litigation, administrative hearings, and other legal proceedings as needed
  • Attend City Council, Planning Commission, and other public meetings
  • Monitor legislative and regulatory changes affecting municipal government
  • Coordinate with outside legal counsel when specialized expertise is required
  • Support Community Development and Reinvestment Agency (CDRA) matters and economic development initiatives
