About The Position

The City of Sheboygan is officially bringing Assessment Services back "in-house" and is excited to recruit for a City Assessor. This position is available starting 9/14/2026. The Assessment Services Division of the Finance Department is responsible for establishing fair and equitable property assessments by analyzing market data, property characteristics, and statutory requirements to ensure accurate valuations. The division’s work supports a transparent and reliable property tax system for the community. Under the general supervision of the Finance Director, the City Assessor directs trained personnel in assessment and appraisal related activities to ensure compliance with applicable regulations. This position also analyzes and defends market and income valuation models for residential and commercial property assessments and supports assessed values before applicable boards. It is imperative that job duties are performed with respect, integrity, objectivity and in the best interest of the City in which the property is located. All City employees are expected to be honest and truthful at all times. The City Assessor position will work normal City Hall hours with a few night meetings each year.

Requirements

  • Associate’s degree in real estate, business, finance, or related field required.
  • Possession of State of Wisconsin certification at the level of Assessor 2 and 3 or obtaining so within 90 days of hire required.
  • Minimum of five (5) years of assessing experience required.
  • Minimum of two (2) years supervisory experience required.
  • Possession and maintenance of valid driver’s license and auto insurance in accordance with state of Wisconsin law required.
  • May require use of personal vehicle while on the job.
  • Maintains prompt, predictable, and regular physical attendance.
  • Ability to communicate information and ideas verbally and in writing so that others will understand.
  • Ability to effectively supervise others including coordinating work assignments, monitoring staff performance, assisting the Finance Director with navigating personnel issues, etc.
  • Experience using Microsoft Office Suite applications in a workplace setting.
  • Knowledge of mathematical and statistical analysis used in real property mass appraisal.
  • Advanced knowledge and ability to interpret work-related materials such as Wisconsin State Statues and Case Law, the Wisconsin Property Assessment Manual, and the Uniform Standards in Professional Appraisal Practice.

Responsibilities

  • Plans, directs, and reviews the work of Assessment Services staff.
  • Analyzes sales information and develops market and income valuation models for residential and commercial property assessments.
  • Reviews, grants, or denies property owner applications for exemption.
  • Reviews and resolves complaints involving the assessment process or assessment staff.
  • Makes recommendations and assists the City Attorney in all matters which may result in litigation.
  • Represents the Assessment Services Department at meetings or speaking engagements.
  • Defends assessed values before applicable boards.
  • Enters businesses and residential properties and interacts with the public as part of the valuation process.
  • Views properties and develops individual assessments.
  • Interacts with the public and provides customer service as it relates to City assessment services.
