About The Position

The NYC Department of Finance (DOF) is responsible for administering the tax revenue laws of the city fairly, efficiently, and transparently. The Property Valuation and Tax Mapping division is responsible for valuing over a million properties in the city and overseeing assessments and valuations equitably. This role is within the Property Division, specifically in the Field Valuation Unit, and involves performing property assessment work. The selected candidates will be required to physically examine and assess properties for tax purposes using the income, cost, and sales approaches to value real property. Reporting to the Supervising Assessor, the role involves performing field inspections, collecting data on parcels, analyzing financial data, and interpreting various documents to determine property value.

Requirements

  • Must be permanent in the City Assessor civil service title or provide proof of filing for open competitive exam NO. 3118 or 4028.
  • Include Employee Identification Number (EIN) when applying.
  • Indicate permanent civil service title or proof of filing for exam NO. 3118 or 4028 in cover letter.
  • A baccalaureate degree from an accredited college or university and two years of satisfactory full-time experience in real estate work involving the valuation of real property (e.g., assessor, appraiser, valuation data manager, real property appraisal aide). Experience must have been primarily gained in tasks such as: collection and recording of property inventory data, preparation of comparable sales analysis reports, preparation of signed valuation or appraisal estimates or reports using cost, income or market data approaches to value.
  • An associate degree or 60 semester credits from an accredited college or university and three years of satisfactory full-time experience in real estate work involving the valuation of real property as described above.
  • A four-year high school diploma or its educational equivalent and four years of satisfactory full-time experience in real estate involving the valuation of real property as described above.
  • Education and/or experience equivalent to the above options, with at least a four-year high school diploma or its educational equivalent and at least two years of satisfactory full-time related experience.
  • For positions requiring State Board Certification: A four-year high school diploma or its educational equivalent and four years of satisfactory full-time experience in an occupation involving the valuation of real property.
  • For positions requiring State Board Certification: Graduation from an accredited two-year college and three years of the experience described above.
  • For positions requiring State Board Certification: A baccalaureate degree from an accredited college and two years of the experience described above.
  • For positions requiring State Board Certification: Education and/or experience equivalent to the above options. A written commitment from the county director that the county will provide training in assessment administration, approved by the State Board, within a six-month period may be substituted for six months of the required experience. However, all candidates must have at least a four-year high school diploma or its educational equivalent and at least 18 months of satisfactory full-time related experience.

Responsibilities

  • Performing field inspections.
