About The Position

Given broad objectives, the City Administrator is responsible for coordinating, planning, directing, and supervising the activities of all City officials and departments for which City Council is responsible. This role ensures the proper administration of the City's affairs in accordance with South Carolina law and City ordinances, carrying out policies established by the City Council. The position requires interaction and coordination with a wide variety of groups and individuals and reports directly to the City Council. A key requirement is residency within Union County, South Carolina.

Requirements

  • Must be physically able to operate different types of office equipment including computer, calculator, copier, typewriter, etc.
  • Must be physically able to exert up to twenty pounds of force occasionally and/or frequently to lift, carry, push, pull, or otherwise move objects.
  • Sedentary work involves walking and standing for brief periods of time.
  • Must be able to lift or carry up to twenty pounds.
  • Requires the ability to compare and or judge the readily observable functional, structural, or compositional characteristics (whether similar to or divergent from obvious standards) of data, people, or things.
  • Requires the ability of speaking and/or signaling people to convey or exchange pertinent and vital information to co-workers.
  • Includes the receiving of information and instructions from City Council.
  • Includes the giving of assignments and directions to department heads and other City employees.
  • Requires the ability to read and prepare a variety of documents and reports using the proper format, punctuation, spelling, and grammar.
  • Has the ability to speak and make presentations to co-workers, department heads, and the general public with poise, voice control, and confidence.
  • Requires the ability to apply principles of logical thinking to define problems, collect data, establish facts, and draw valid conclusions; to deal with several abstract and concrete variables.

  • Must live in Union County, South Carolina.

Nice To Haves

  • Master's degree in Public Administration, Business Administration, or a related field
  • Ten years of experience in local government, especially as an Assistant City Administrator
  • Any equivalent combination of training and experience which provides the required knowledge, skills, and abilities.
  • Must possess a valid South Carolina Driver’s License.

Responsibilities

  • Coordinates the daily functions of the City, and oversees the general administration and operations of the departments of the City of Union to ensure the achievement of Council policies and goals.
  • Performs supervisory duties including instructing, assigning and reviewing work, planning, maintaining standards, coordinating activities, allocating personnel, acting on employee problems, selecting new employees, and recommending/approving transfers/promotions, discipline, termination, and salary increases; promotes staff development and motivation; provides instruction and guidance to department heads as needed.
  • Appoints and, when necessary for the good of the City, removes any appointive officer or employee of the City below the level of department head, except as otherwise provided or prohibited by law and except as he may authorize the head of a department or office to appoint and remove subordinates in such department or office, upon approval of the administrator and appoint and, when necessary for the good of the City, remove any department head with the approval of City Council.
  • Executes the policies, directives and legislative actions of the City Council; and prepares and presents policy improvements/changes to same.
  • Coordinates the activities of City government with all other agencies within the County and with State and Federal agencies.
  • Ensures that the ordinances, resolutions, and regulations of council are faithfully executed.
  • Responds to requests for service by citizens and council members.
  • Maintains effective working relationships with City employees, elected officials, representatives of local, state and federal agencies, local civic organizations, the media and others involved with City government.
  • Prepares, with the assistance of the Finance Director, the budget annually, submits it to the Council and is responsible for its administration after adoption.
  • Keeps the Council advised of the financial condition and future needs of the City and makes recommendations as may be in the City’s best interest.
  • Prepares and submits to the Council at the end of each fiscal year a complete annual report on the finances and administrative activities of the City for the preceding year and makes other financial reports as may be required by the Council.
  • Is responsible for the purchase of all merchandise, material and supplies, and the payment therefor.
  • Prepares work session and council meeting reports and agendas for monthly council meetings; prepares reports and studies for a variety of mayor’s committees.
  • Prepares a variety of records and reports such as requests for proposals, employee newsletter, annual report, tax brochure, grant applications, etc.; oversees all documents relating to work performed by engineers and architects.
  • Attends all meetings of the Council and recommends for adoption such measures as may be in the City’s best interest.
  • Performs other duties as may be prescribed by law or required by the Council, not inconsistent with the provisions of this chapter.
  • Ensures that a safe work environment is maintained, safe work practices are followed and employees are properly trained.
  • Attends meetings of organizations such as the Municipal Association of South Carolina.
  • Performs other related duties as required.
