About The Position

ANSER is seeking a China Corporate & Investment Risk Analyst to support the Office of the Deputy Assistant Secretary of Defense for Industrial Base Policy (IBP), Global Investment and Economic Security Directorate (GIES). In this role you will support the development, research, and coordination of the Department of Defense Section 1260H program identifying Chinese military companies.

Requirements

  • Active TS/SCI eligible clearance
  • Bachelor’s degree
  • 5 years of experience in one of the following focus areas: International Affairs, Diplomacy, Economics, Finance, National Security, or Business Administration
  • Superior analytic and writing skills with demonstrated ability to prepare reports, assessments, and written products.
  • Experience conducting business analysis, research studies, or requirements analysis to support policy, regulatory, or organizational initiatives.
  • Experience analyzing trends, regulatory developments, and business conditions and identify potential business or policy risks.
  • Experience developing or analyzing metrics, performance measures, reports, and recommendations related to management, organizational structure, policy, or business systems.

Nice To Haves

  • Experience in international affairs or China-related economic or security analysis.
  • Chinese (Mandarin) language proficiency.
  • Experience researching corporate ownership structures, international investment activity, or foreign company affiliations.
  • Experience developing analytic reports, metrics, and assessments supporting policy or risk analysis.
  • Ability to communicate effectively (written and oral) with senior U.S. Government and DoD leadership.
  • Ability to identify potential risks related to business performance, economic conditions, internal controls, or enterprise risk factors.

Responsibilities

  • Conduct open-source and classified research, coordinate with DoD and interagency stakeholders, and produce analytic and policy products supporting the development and maintenance of the 1260H list and related policy activities.
  • Support coordination of the annual FY2021 National Defense Authorization Act Section 1260H requirement and associated list development with DoD and interagency stakeholders.
  • Conduct open-source research on companies for potential inclusion on the 1260H list, including analysis of ownership structures, affiliations, and business activities.
  • Conduct classified research to support due diligence and analytic assessments of companies under review.
  • Assist with drafting company due diligence memoranda, analytic summaries, and supporting documentation for 1260H list consideration.
  • Support development and documentation of processes related to 1260H list publication, updates, and related review procedures.
  • Assist with the development and coordination of processes supporting 1260H notice and appeals activities.
  • Coordinate and track correspondence related to the 1260H program involving inquiries from listed companies, Congress, and interagency stakeholders.
  • Support preparation of responses to congressional inquiries, reporting requirements, and stakeholder requests related to the 1260H program.
  • Coordinate inputs across GIES organizations and relevant DoD stakeholders to support program responses and reporting requirements.
  • Analyze statutes, congressional actions, and legislative developments for potential impacts to GIES programs and the 1260H effort.
  • Support development of policy documents, guidance, and supporting materials related to foreign investment risk analysis and industrial base security.
  • Assist in drafting policy recommendations, briefing materials, and analytic reports for senior DoD leadership.
  • Contribute research and analysis supporting DoD initiatives related to foreign investment review, supply chain resilience, and risk monitoring methodologies.
