About The Position

Performs difficult work supervising program operations and related staff for the Child Protection Division, delegating staff work assignments, screening intakes, consulting with staff and attorneys on case preparation and presentation, providing guidance to employees, assisting with the development and compliance with the department budget, completing required reports, and related work. Work is performed under the general direction of the Health & Human Services Family Services and Economic Supports Manager. Supervision is exercised over subordinate personnel.

  • Written and oral communication skills.
  • Demonstrates ability to work effectively and efficiently in a wide variety of computer programs and systems.
  • Maintains positive working relationship with County Attorney, County Administration, Department Administrative team, and other county and community committees, State offices of the State of Minnesota for miscellaneous programs.
  • Demonstrates adherence to and knowledge of HIPAA and Data Practices in work assignment.
  • Follows County and Department Policies and Procedures.
  • Always maintains automobile insurance and valid driver’s license.

Nice To Haves

  • A master’s degree in social work from an accredited college/university with a supervised field placement providing case management and/or counseling services to individuals and families, in child welfare, and one year of experience as a supervisor in a county setting
  • A master’s degree in social work from an accredited college/university with a supervised field placement providing case management and/or counseling services to individuals and families, particularly in child welfare, and one to three years as a case manager in a county setting
  • A bachelor’s degree from an accredited college/university with a major in social work with a supervised field placement providing case management services to individuals and families in child welfare, and one to three years of supervisory experience
  • A master’s or bachelor’s degree from an accredited college/university with a major in psychology, sociology or closely related field, one to three years of successful supervisory experience in a human services setting.

Responsibilities

  • Supervision of Child Protection, Child Welfare, Licensing, Intake and After-Hours social workers utilizing CORE competencies.
  • Recruits and interviews; interviews applicants for staff positions with Agency Director or Social Service Managers as vacancy occurs.
  • Determines ability and qualifications of applicants.
  • Provides/arranges for Training and Supervision; conducts staff meetings for case staffing and in service training.
  • Provides on call supervision on a rotating basis to afterhours social workers.
  • Monitoring MN DCYF dashboard.
  • Arranges for staff to attend training related to child protection, child welfare and licensing.
  • Available for individual case consultation bi-weekly as needed.
  • Keeps procedures and policies updated.
  • Oversees Motivational Interviewing and CWT-TCM programs to ensure procedures are being followed and case managers are receiving training and on-going continuing education.
  • Attends Administrative Reviews on cases with children in out-of-home placements.
  • Evaluates caseloads and assigned workloads; monitors caseload distribution and size on an on-going basis; reviews child protection assessments, case management workgroups for the process and completeness; reviews service plans, safety plans and court reports to determine appropriateness. Ensure SSIS guidelines are followed and completion of all SSIS case components.
  • Attend meetings, committee, related to mandated services; case consultation committee; interdepartmental meetings to encourage a positive working relationship; attends training stay abreast of trends; provides staff support to the Chisago County’s child protection team as well as the Citizen Review Panel.
  • Provides Program Management and fiscal oversight as requested; provides input and detail oversight to Children’s Services program budget; develops annual program plan and recommendations for service needs; offers program consultation on provider contracts relevant to program responsibilities; makes periodic reports to State for grants as requested.
  • Coordinates service between Agency sections.
  • Assists in coordinating Social Service staff meetings.
  • Provides consultation and training to others.
  • Attends Regional, State, Social Service Supervisor meetings and other Regional or State committees as needed.
  • Attends Health & Human Services Board meetings and provide Board with information requested.
  • Performs other tasks as assigned.
