About The Position

The mission of the Water Resources Department is to produce and distribute potable water for domestic and commercial use and to collect, treat, and dispose of domestic and commercial wastewater. These services provide value to the greater Rocky Mount community by promoting economic prosperity, preserving public health and safety, and ensuring a viable future through responsible utilization of natural resources. The Wastewater Treatment Division is responsible for the efficient and economical operation of the City's wastewater treatment plant and its related systems in order to remove contaminants from city wastewater in compliance with all permits and federal and state regulations. The city of Rocky Mount operates two (2) Water Treatment Facilities (Sunset and Tar River Water Treatment Plants). The Water Treatment Division is responsible for producing high-quality potable water for the city's domestic and industrial customers. The combined permitted capacity of the Plants is 30 million gallons per day (MGD) with a rated capacity of 26 MGD. Average daily demand is 10 MGD. Both plants serve approximately 80,000 customers. The Sunset Water Plant is located across from the City Lake on Sunset Avenue, and the Tar River Plant is located west of the city on Leaston Rd. This position is responsible for supervising and participating in the operation of the water treatment plants.

Requirements

  • Knowledge of water and wastewater treatment procedures and technology, chemistry, equipment, and process control.
  • Knowledge of computerized and automated system monitoring and control equipment, procedures, and operation.
  • Knowledge of federal, state, county, and city potable water, wastewater, and effluent quality standards and compliance procedures.
  • Knowledge of federal and state regulations regarding safety training and safe work practices.
  • Skill in the interpretation and application of federal, state, and local policies, codes, and laws.
  • Skill in the supervision of personnel.
  • Skill in analyzing problems and identifying solutions.
  • Skill in preparing clear and accurate reports.
  • Skill in establishing cooperative and productive working relationships.
  • Skill in evaluating and establishing written policies and procedures.
  • Skill in setting priorities for competing projects.
  • Skill in performing mathematical calculations.
  • Skill in operating computers and other standard office equipment.

  • Possession of a valid driver's license with a satisfactory driving history.
  • Must be able to be licensed in the State of North Carolina.
  • Must possess "Water Treatment - Surface A" certification or be able to secure it within 12 months of hire.
  • Must possess a Physical Chemical grade 1 certification or be able to secure it within 12 months of hire.

Responsibilities

  • Supervises the operations of two water treatment plants and two sludge handling facilities; ensures compliance with regulations.
  • Prepare daily and monthly reports of monitored parameters.
  • Trains, schedules, directs, supervises, evaluates, and disciplines personnel.
  • Maintains inventory of chemicals and supplies.
  • Records operational changes in the logbook.
  • Responds to customer complaints or requests.
  • Runs process control tests at treatment plants and dewatering facilities.
  • Assists in the development of the budget; estimates costs of chemicals.
  • Serves as Operating in Responsible Charge in the absence of the Superintendent.
  • Performs other related duties as assigned.
