The Department of Technology and Information Chief Technology Officer (CTO) is responsible for aligning technology vision with business strategies, goals, and objectives in collaboration with the Chief Information Officer and DTI Senior Management team. The CTO has day-to-day responsibility for enterprise architecture, innovation, data management, project management, and applications delivery. This position requires a unique ability to successfully work with state organizations and government officials at all levels.

Requirements

  • Possession of a Bachelor’s degree in Computer Science, Information Technology, Telecommunications, Engineering, Networks, Security, I/T Discipline or a related field.
  • Possess a minimum of 12 years of combined technology team leadership experience in application development, project management, business analysis, and software quality assurance.
  • Possess a minimum of twelve years of experience in operations management, which includes planning, directing, coordinating, controlling, and evaluating operations typically through subordinate managers and supervisors.
  • Possess a minimum of twelve years of experience in personnel management which includes planning, assigning, reviewing, and evaluating the work of others.
  • Possess a minimum of twelve years of experience in information technology project management, including planning, scheduling, staffing, coordinating, controlling, monitoring, evaluating, and reporting on on-going projects' status.
  • Possess a minimum of twelve years of experience in budget management and control, which includes managing a budget to keep expenditures within the limitations of available appropriations and revenue.
  • Possess a minimum of twelve years of strategic planning experience, such as planning and mapping a path between the present and the future of a division or agency.
  • Possess a minimum of one year of experience working with Microsoft Office applications and virtual meeting tools.

Nice To Haves

  • Possession of a Master’s degree is preferred, with emphasis in Computer Science, Information Technology, Telecommunications, Engineering, Networks, Security, I/T Discipline or a related field.
  • Possess a minimum of 10 years’ experience in CTO/Senior Leadership.
  • Possess a minimum of 5 years’ experience in state, local, or federal government as a government employee, contractor, or vendor.
  • Possess a minimum of 5 years’ experience with cloud, platform, and artificial intelligence technologies.
  • Possess a minimum of 3 years’ experience working in an agile software development environment.

Responsibilities

  • Drive the technology strategy, vision, and roadmap in alignment with the organization’s digital business strategy.
  • Identify emerging technologies that would help the organization deliver its digital business strategy.
  • Lead technology innovation to explore how these emerging technologies can transform the business.
  • Leverage trendspotting to anticipate how technological and non-technological trends could help the organization prepare for and navigate change and disruption.
  • Recommend which technologies to invest in and procure, including making the business case.
  • Evolve the architecture to support the introduction of new technologies to enable the digital business strategy.
  • Create new digital business technology platforms or provide the technology to build them.
  • Assess the potential risk of bringing new and emerging technologies into the organization and determine how to mitigate it.
  • Manage technology vendors for the software and hardware procured.
  • Manage the portfolio of application development projects including intake, initiation, monitoring, and completion.
