About The Position

The Chief Technology & Business Officer (CTBO) serves as the senior business leader for the platform, with full accountability for all aspects of the business, including strategy, revenue growth, operating performance, product direction, customer outcomes, financial stewardship, and the technology capabilities required to scale the enterprise. This executive is responsible for setting the vision, driving market execution, and ensuring the organization delivers sustainable business results across a next-generation Educational Technology (EdTech) platform designed to support adult learners, jobseekers, employers, and training providers. The CTBO leads through a cross-functional lens, aligning product, technology, operations, workforce partnerships, customer success, sales, and marketing around a common set of priorities and performance outcomes. In addition to overseeing platform innovation, scalability, security, and data capabilities, this leader is expected to drive disciplined execution, resource allocation, and organizational accountability to accelerate business progress, through client engagement, and measurable outcomes, specifically in the infrastructure industry.

Requirements

• Bachelor’s degree required
• 15+ years of progressive leadership experience, including significant senior executive responsibility for business performance, operating results, and cross-functional team leadership.
• Demonstrated success leading and scaling a technology-enabled business, business unit, or platform within EdTech, workforce development, HR technology, training, or a related sector.
• Proven track record of driving growth, operational rigor, and customer outcomes in complex, multi-stakeholder environments.
• Experience leading senior functional leaders across product, technology, operations, customer success, and go-to-market teams.
• Enterprise leader with the ability to translate business strategy into scalable execution across technology, operations, customer outcomes, and growth initiatives.
• Strong executive presence and communication skills, with the ability to influence boards, investors, customers, strategic partners, government agencies, and internal stakeholders.
• Proven ability to build and lead high-performing teams through senior functional leaders while creating a culture of accountability, execution, and customer focus.
• Entrepreneurial operator with comfort navigating ambiguity, making high-stakes decisions, and owning enterprise results in a rapid-growth environment.

Responsibilities

• Develop and execute a technology roadmap that supports rapid scaling across workforce boards, training providers, employers, and government-funded programs.
• Ensure the platform supports competency-based learning, skills-mapping, credentialing, and job-matching workflows.
• Build and lead a high-performing engineering, DevOps, data, and QA organization aligned with workforce-development priorities.
• Establish architecture standards, engineering best practices, and technology governance frameworks.
• Serve as the senior business leader for the platform, setting direction, aligning resources, and ensuring decisions across product, technology, and operations support growth, profitability, customer value, and long-term company performance.
• Oversee development of features that support adult learners, including personalized learning pathways, micro-credentialing, skills assessments, and job-readiness tools.
• Ensure seamless integrations with LMS/LRS systems, labor-market data providers, case-management systems, and employer HRIS/ATS platforms.
• Implement agile development methodologies to support rapid iteration based on learner, instructor, and employer feedback.
• Drive innovation in AI-driven skills mapping, adaptive learning, and predictive analytics for employment outcomes.
• Own platform business performance by evaluating and prioritizing investments, partnerships, pricing-supporting capabilities, and third-party tools that strengthen market adoption, customer retention, learner outcomes, and scalable revenue growth.
• Ensure compliance with FERPA, COPPA (if applicable), SOC 2, GDPR, and workforce-development program requirements (e.g., WIOA data standards).
• Oversee secure handling of sensitive learner, employment, and case-management data.
• Implement strong identity management, access controls, and data-sharing protocols for multi-stakeholder environments.
• Lead cybersecurity strategy, incident response, and business continuity planning.
• Maintain compliance with federal, state, and grant-funded reporting requirements.
• Oversee cloud infrastructure to ensure high availability, reliability, and cost-efficient scaling as new workforce partners onboard.
• Implement DevOps and CI/CD pipelines to accelerate deployment and maintain platform stability.
• Ensure robust technical support processes for learners, instructors, employers, and administrators.
• Manage system monitoring, performance optimization, and scalability planning during periods of rapid user growth.
• Ensure the effective incorporation of proprietary artificial intelligence capabilities throughout the platform.
• Develop a data strategy that supports workforce-development reporting, including learner progress, credential attainment, job placement, and retention metrics.
• Oversee data engineering, warehousing, and governance frameworks that support real-time insights for workforce boards, training providers, and employers.
• Guide ethical and responsible use of AI/ML in skills assessment, job-matching, and learner support.
• Ensure data accuracy and integrity across all reporting and compliance workflows.
• Partner with Workforce Partnerships and Customer Success to support employer integrations, training provider onboarding, and case-management workflows.
• Collaborate with Product to prioritize features that improve learner engagement, job-placement outcomes, and employer satisfaction.
• Work with Sales and Marketing to support technical demonstrations, RFP responses, and grant-funded program proposals.
• Lead operating alignment across business functions and represent the platform with external stakeholders, including customers, strategic partners, government agencies, and industry forums, to strengthen market position and execution effectiveness.
