About The Position

Provide technical and operational leadership for plumbing, fuel gas, energy conservation, and mechanical inspection and plan review functions. Direct and supervise inspectors and plans examiners, enforce the EPCOT Building Code and applicable state laws/regulations, develop department procedures and performance metrics, and act as the technical authority for complex code interpretations, equivalency requests, and dispute resolution. Reports to the Department Manager.

Requirements

  • Thorough knowledge of laws and regulations pertaining to plumbing, fuel gas systems, energy conservation, mechanical, and fire protection systems, hoods and installations.
  • Thorough knowledge of the installation and maintenance requirements of mechanical, plumbing, fuel gas systems, fire protection systems and hoods.
  • Thorough knowledge of the EPCOT Building Code as related to the EPCOT Plumbing Code, EPCOT Fuel Gas, EPCOT Energy Conservation Code, and the EPCOT Mechanical Code, along with integrated fire safety codes
  • Thorough knowledge of laws and regulations governing construction and the ability to read and interpret construction documents.
  • Considerable knowledge of the history of construction development, general practices, materials, and techniques in the District.
  • An ability to use computers and some knowledge of the principles and practices of modern office management are required.
  • Ability to make decisions recognizing established precedents and practices, and to use resourcefulness and tact in meeting new problems.
  • Considerable knowledge of the methods, materials and techniques involved in overall building operation systems.
  • Ability to establish and maintain cooperative relationships with direct reports, fellow employees, contractors, the general public, architects, engineers, and public officials.
  • Strong verbal and accurate written communication skills.
  • Two-year college degree or technical training in Mechanical, Plumbing, Construction Management, Business Management, Engineering, or related field.
  • Florida State Certified Standard Inspector License issued by DBPR required (Mechanical and Plumbing).
  • Florida State Certified Standard Plans Examiner License issued by DBPR required (Mechanical and Plumbing).
  • Building Code Administrator License required or obtained within 12 months of hire. (Must show eligibility from DBPR requirements for BCA.)
  • State Fire Inspector License required, or ability to obtain within 12 months.
  • Five years of experience as a Standard Inspector or Plans Examiner.
  • Regular, dependable attendance required.
  • Must possess a valid Florida State Driver's license and maintain eligibility under the District's commercial vehicle program.

Responsibilities

  • Directly supervise, assign, evaluate, and mentor plumbing, fuel gas, energy conservation and mechanical inspection and plan review staff; approve schedules, workload distribution and overtime.
  • Perform inspections/plan review as needed to meet workload targets.
  • Oversee the primary technical reviewer for complex plan reviews, alternative methods/materials equivalency requests and code interpretations.
  • Monitor permits and project timelines, enforce deadlines and inspection/plan review service level agreements (SLA) and approve extensions per policy.
  • Participate in design review meetings and conduct monthly site visits; resolve contractor/owner issues.
  • Develop, maintain, and update EPCOT codes, technical guidance documents, checklists, and standard operating procedures for the technical codes: mechanical, plumbing, fuel gas, energy codes.
  • Create and present regular performance and operational reports to leadership; establish measurable performance metrics and enforce corrective action plans when needed.
  • Coordinate and conduct Annual Emergency Power Tests; ensure documentation and follow-up.
  • Perform or assist with any operations, as required to maintain workflow and to meet schedules and quality requirements.
  • Participate in any variety of meetings and work groups to integrate activities, communicate issues, obtain approvals, resolve problems and maintain specified level of knowledge pertaining to new developments, requirements, and policies.
  • Act as on-call/ride-out leader for post-disaster investigations and continuity of operations when assigned. This may require an overnight stay within the EOC.
  • Perform other related duties as assigned.
