About The Position

The Public Company Accounting Oversight Board (PCAOB) is seeking a Chief Procurement Officer for a full-time, regular position at its Washington, DC office. This role reports to the Chief Financial Officer and is responsible for the direction, strategic oversight, and ongoing management of the PCAOB’s procurement and travel departments. The Chief Procurement Officer will partner with PCAOB Division and Office leaders to align procurement priorities with enterprise strategy and cost optimization, delivering innovative acquisition strategies to enable the PCAOB to meet its mission effectively and efficiently. The position involves leading the end-to-end transformation and modernization of the procurement function into a strategic, data-driven business partner by implementing best practices in vendor oversight, third-party risk, establishing KPIs, enhancing market analysis, and establishing a business partner model for stakeholder engagement. Responsibilities also include establishing and maintaining organization-wide policies and procedures for a centralized acquisition function, and overseeing travel and travel security programs, including the travel and business expense program and corporate card programs.

Requirements

Master’s degree in business administration, law, accounting, or related field.
Minimum of 15+ years of progressive procurement, supplier or vendor management experience, particularly in creating a procurement savings framework including setting standards for technical vendor managers in the business, leading systems initiatives, overseeing managed services provider, technology contracts, and delivering financial and operational results.
Demonstrated in-depth experience in strategic sourcing, supplier governance, contract negotiations, and effective enterprise risk management.
Strong executive presence and service orientation, with the ability to anticipate stakeholder needs, build trusted advisory relationships, and deliver procurement solutions that advance enterprise priorities.
Demonstrated success in influencing senior executives, business leaders and leading through both authority and collaboration.
Extensive experience in procurement transformation, to include the use of modern technology tools (i.e. AI), digital enablement and change leadership.
In-depth knowledge and experience leading effective and efficient enterprise travel management services.
Ability to lead and drive positive change and create the conditions to allow team members to continuously innovate and leverage existing and new technologies effectively.
Strong business acumen to cultivate internal and external business connections and effectively lead change management processes related to modernization efforts and technology in a multi-faceted work environment.
Strategic, systems-oriented thinker with strong judgment and the ability to operate effectively amid changing risks, stakeholder needs, and external conditions.
Proven relationship management skills, including the ability to align leaders and harmonize competing priorities across divisions/offices and with external stakeholders.

Responsibilities

Establish and implement an effective stakeholder engagement framework to optimize procurement value, influence and involvement in existing long-term planning and budget processes.
Establish a strategic vendor oversight program with measurable business outcomes and controls to quickly identify and address contractual issues with vendors.
Develop an effective third-party risk program with a focus on assessing and identifying risks that could impede the reputation, safety, security, and/or financial success of the PCAOB.
Enhance the process for the full sourcing lifecycle (business strategy, technical requirements, requests for proposals, supplier evaluations) by acting as a strategic partner.
Lead high-value, mission-critical contract negotiations on behalf of the PCAOB, applying executive-level commercial judgment to optimize terms, manage risk, and deliver measurable business value.
Proactively participate in the formulation and implementation of short, medium, and long-term strategies for the PCAOB divisions and offices that have an impact on business results and organizational efficiencies, including cost controls.
Drive flexible and nimble procurement practices to include strategic managed services provider partnerships, incentive-based contracts to encourage exceptional services and solutions delivery, as well as flexible IDIQ (Indefinite Delivery, Indefinite Quantity) procurement contracts when the exact times or quantities of future deliveries are unknown.
Influence executive decisions on sourcing strategy, investment priorities, risk, sustainability, and innovation.
Oversee and set procurement standards for technical vendors as well as for D/O staff who manage technical vendors (including AI technical vendors).
Deliver sustainable, multi-year cost productivity and working capital outcomes.
Drive enterprise-wide contract compliance and spend governance by identifying savings opportunities, reducing leakage, and minimizing out-of-policy or unbudgeted spending.
Build and sustain executive-level relationships across the PCAOB and with key vendors and service providers to align procurement strategies with organizational priorities, strengthen supplier performance, and deliver measurable business value.
Regularly collaborate with key stakeholders across the organization (accounts payable, finance, and budget) to continue enhancing end-to-end processes.
Lead continuous automation and modernization, including use of AI, of procurement and travel business processes.
Provide regular reporting, performance metrics, and analysis to senior management and set targets to progress from baseline benchmarks.
Provide strategic oversight and planning of the PCAOB’s enterprise travel, travel security, and corporate card programs, including management of third-party vendors, crisis response protocols, and security incidents, and risk-based recommendations to protect corporate travelers and strengthen program effectiveness.
Communicate outcomes of incidents and alerts with the Chief Financial Officer and the Chief Operating Officer and others as needed on actions taken to resolve incidents.
Across all functions, continually review and assume a leadership role to drive change to improve efficiencies for the organization, including advancing digital capabilities, using modern technology, AI and analytics to improve speed, visibility and decision quality.
Continuously contribute to the improvement of the procurement and travel functions by monitoring performance, steadily raising expectations, providing coaching, and adjusting the organization and business processes to achieve results.
Lead and develop a high-performing procurement organization by setting clear expectations, strengthening capabilities, managing performance, supporting advancement, resolving workplace issues, and fostering accountability for results.
