About The Position

The Chief of Security is responsible for the development, implementation, and management of the facility's security program at a federally contracted ICE residential facility in Alexandria, Louisiana. This leadership role ensures the safety and security of residents, staff, visitors, and property while maintaining compliance with applicable federal standards, ICE requirements, and facility policies. The Chief of Security oversees physical security operations, emergency preparedness, incident management, staff supervision, access control, use-of-force compliance, and security reporting in a fast-paced, 24/7 operational environment. This position requires strong leadership, sound judgment, cultural awareness, and experience managing security operations in residential, custodial, correctional, or government environments.

Requirements

  • Bachelor's degree in Criminal Justice, Security Management, Emergency Management, Public Administration, or related field (or equivalent combination of education and experience).
  • Minimum seven (7) years of progressive experience in security management, law enforcement, corrections, military police, or facility security operations, including at least three (3) years in a leadership role.
  • Experience developing and implementing security programs, emergency action plans, and operational procedures in a 24/7 environment.
  • Experience managing use-of-force programs, security investigations, training, and incident reporting.
  • Ability to obtain and maintain a federal security clearance (up to and including Tier 4 DHS clearance).
  • Strong leadership, communication, organizational, and problem-solving skills.
  • Ability to remain composed and make sound decisions in emergencies and high-pressure situations.
  • Knowledge of OSHA, fire/life safety requirements, and security best practices.
  • Must be located in or willing to relocate to the Alexandria, LA area.
  • Ability to communicate effectively in English, both verbally and in writing, is required.

  • Ability to stand, walk, and patrol for extended periods (up to 8–12 hours per shift).
  • Ability to respond quickly to emergencies throughout the facility.
  • Ability to sit for extended periods while conducting reporting and administrative duties.
  • Ability to lift and carry up to 50 pounds.
  • Ability to bend, stoop, reach, and work in indoor and outdoor environments.
  • Visual and auditory ability sufficient for surveillance, inspections, reporting, and communication duties.

  • Professional certifications such as CPP, PSP, CSP, OSHA 30, or equivalent.

Responsibilities

  • Develop, implement, and maintain the facility's Security and Safety Supervision Plan and related security policies and procedures.
  • Ensure compliance with all applicable federal requirements, ICE standards, PREA/SAAPI regulations, and facility policies.
  • Serve as the primary point of contact for security matters and coordinate with government personnel, facility leadership, and external agencies.
  • Establish and enforce security protocols that protect residents, staff, visitors, and facility operations.
  • Direct and supervise security personnel across all shifts, ensuring appropriate staffing levels and post coverage.
  • Oversee access control, perimeter security, key control, visitor management, and contraband prevention.
  • Conduct regular inspections, audits, and security assessments to identify and mitigate risks.
  • Coordinate transportation security and movement of residents as required.
  • Develop and maintain emergency action plans for fire, evacuation, medical emergencies, disturbances, and other critical incidents.
  • Serve as Incident Commander during emergency situations and coordinate with local law enforcement, fire, and EMS agencies.
  • Ensure timely reporting and investigation of incidents, including use-of-force events, safety concerns, PREA/SAAPI allegations, medical emergencies, and security violations.
  • Monitor compliance with use-of-force policies and ensure proper documentation and review of all incidents.
  • Develop and oversee security training programs, including de-escalation, emergency response, suicide prevention awareness, PREA/SAAPI requirements, mandatory reporting, and facility procedures.
  • Maintain security logs, incident reports, staffing records, and other required documentation.
  • Prepare and submit required reports, plans, and contract deliverables within established timelines.
  • Support audits, inspections, compliance reviews, and monitoring visits.
  • Promote a security culture grounded in professionalism, dignity, and respect.
  • Coordinate with medical, behavioral health, case management, and operations staff regarding resident safety concerns and special needs.
