About The Position

SUMMARY: The Captain of Police is primarily concerned with protecting the public and property within the exterior boundaries of the Omaha Reservation. Directs and Coordinates activities of the Wildlife and Parks Division and Police Division in accordance with authority delegated by the Omaha Tribal Code, as adopted and approved by the Omaha tribal Council. Under Administrative direction to plan, direct and coordinate all activities and operations of the Public Safety Commission in enforcement laws, ordinances, and regulations for protection of persons and property and does related work as required. ESSENTIAL DUTIES AND RESPONSIBILITIES include the following: Responsible for administering and coordinating all administrative functions of the Public Safety Commission in accordance with policies and procedure. Ensures that all reporting requirements are met in a timely manner. Prepares written reports of Department activities and accomplishments upon request. Maintains the relationship between the O.T.P.S.C. and Federal, State and other agencies providing Programs and Services to the O.T.P.S.C. Initiates and maintains Memorandums of Agreement bet the Jail and those entities needed to coordinate and cooperate with the Department. Maintains contact with various service agencies to ensure efficient handling of multi-issues. Meets with Management, and constituents to solicit their ideas, discuss programs and encourage their support and confer with leaders of other Governments to solved mutual problems. Administers the programs and services in accordance with Tribal Laws, regulations, policies procedures, and guidelines. Delegates authority concerning allocations and use of Resources (manpower, facilities, supplies, and materials) while maintaining internal control of programs and activities in a manner which will best benefit the Tribe and Tribal members. Develops and revised policies, rules, and procedures to carryout operations; organizes work into manageable units, and allocates resources (funds, staff, facilities, equipment, and materials). Discusses proposed final plans with the Chief Tribal Officer and makes modification as necessary for approval by the Tribal Council. Continually evaluates current plans and operations of each subordinate unit within the jail to determine their efficiency and effectiveness in meeting requirements and providing services. Determines the general nature and scope of changes required for more evaluates existing plans, policies and procedures. Initiates studies and evaluates need for the finding within the broad framework outlined by the O.T.P.S.C. Determines resource needs and allocates resources for successful accomplishment of objectives. Plans future development of expansion of Law Enforcement Services and procures additional funding by accessing a variety of sources. Supervises a staff of Police Officers, Office Manager, Detention Supervisor, Lead Officer and Lead Dispatcher and Lieutenant. Assigns duties and coordinates activities of staff; assist improving their diagnostic and helping skills; evaluates services and evaluates performances of subordinates employees; and maintains responsibility for monitoring the case plan management model. Approves leave, resolves grievances, maintains discipline, identifies training requirements, and provides or assures training for immediate subordinates. Explains and defines responsibilities, objectives and goal to subordinates supervisors; and evaluates results achieved for Department compliance and effectiveness. Prepares annual budget and submits estimates to appropriate source for approval. Makes a recommendation to the CTO and all O.T.P.S.C. budget matters. Reviews requests for resources such as personnel, funds, equipment or facilities; and endorses, modifies or rejects them as considered appropriate. Reviews a variety of progress reports, status records, comments of Chief Tribal Officer, Tribal Council and other Officials, similar data to assure that assigned functional objective are being achieved. Evaluates overall performance of subordinates and take or recommends appropriate actions. Plans, directs, inspects, and exercises general supervision over activities of the entire department. Formulates and enforces commission rules, regulations, work methods, and procedures. Reviews activities and reports of officers. May direct investigation of Major Criminal Offenses. Cooperates with County, State, and Federal Officers in the apprehension of wanted persons. Supervises the preparation of reports for the Tribal Council, National Safety Council, and Federal Bureau of Investigation. Considers Personnel Policies and broad training requirements when making decisions on all appointments, promotions, and dismissal and commission problems. Has full responsibility for good conduct of police and detention forces, and for care and custody of all equipment of the commission. Institutes in-service and recruit schools, inspect personnel, facilities and equipment, plans prevention and solution of crime and juvenile deliquesce, and police conduct in hearings and prosecutions in court. Examines criminal complaints and determines whether cases have been properly assigned. Coordinates internal investigations of members of Departments for alleged wrong. Confer with Commissioners, other Administrators, and Subordinate Administrators to (1) discuss and solve problems and/or issues that impair that effectiveness and efficiency of the Department and Organizational Operations, (2) Formulate and explain approaches to the accomplishment of department responsibilities, and (3) makes decisions that impact department operations. Confers with legislators, Federal, State, and local agencies and groups interested in various aspects of the Department's programs to foster and improve working relationships and to obtain necessary Governmental/Program support for decision making and program goals. Controls and Coordinates the direction of Administrative and Commission functions over a long range planning period to facilitate attainment of commission goals, ensure adherence to Administrative Directives, State and Federal laws and regulations, and maximizes the integration and delivery of services. Analyzes and reviews operating practices and management methods to improve work flow, simplify reporting procedures and implement cost reductions. Coordinate the programs and organizational operations directly with other programs or units inside and outside the tribe to facilitate implementation of management policies and attain Commission goals and objectives. Preparation of budgetary proposals, program budgets, and estimates of staffing needs to determine and allocate the staff, equipment, facilities, and other resources necessary to accomplish program responsibilities. Presents information at public meetings, Legislative or Administrative hearings, or meetings with other agencies or groups to explains Department goals, specific program plans, and Resource allocation/funding decisions. Determines appointments, evaluates performance, determines appropriate compensation or discipline and takes other personnel actions for subordinate employee. Maintains accurate records of Police statistics, Personnel Actions, Procurement procedures and inventory. Coordinates and monitors Programs, Operations, and Contracts. Formulates as a member of the Management Team. Participates as a member of the Management Team. Carries our supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsible include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems. Requirements

  • Must possess a valid driver license and be insurable under Tribal insurance
  • Must be able to pass a Physical Examination.
  • Must have a Standard First Aid and C.P.R.
  • Must be able to pass a T.A.B.E. test.
  • Must be a certified Police Officer (BIA or State of Nebraska).
  • Successfully pass a psychological test.
  • Must Attain good personal appearance and speech, keen powers of observation, integrity; be able to make good sound judgment and fitness.
  • Knowledge of: Tribal Police Administration and Organization; Technical and operating principles and practices of Law Enforcement and Criminal Prevention activities; Law governing custody of person, search and seizures and rules of evidence.
  • Ability to: Plan, assign, and coordinate the work of varied division within the tribal Police Department; Analyze Police problems and formulate policies and procedures; Direct and evaluate the work of subordinate Officers and personnel; Establish and maintain effective working relationships with fellow employees and the general public.
  • Must exercise high moral standards and be able to demonstrate abilities in both physical/mental endurance in emergency situations.
  • Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals.
  • Ability to write route reports and correspondence.
  • Ability to speak effectively before groups of customers or employees understanding of the Omaha language of organization.
  • Must comply with the Omaha Tribe's Drug Free Policy.

Nice To Haves

  • Prefer Associates Degree or course work in Criminal Justice and four years of successful police work; or equivalent combination of education and experience.
  • Post High School course work/training in Criminal Justice or related fields.
  • Five years experience as a "bona Fide" Police Officer and at least two years of Administrative experience.
