About The Position

Under the general administrative direction of the Mayor, manages all aspects of the Infrastructure and Asset Management Department pursuant to City Charter and Code. Supervises and guides the Construction & Maintenance Division, Fleet Division, Solid Waste Division, Streets Division and the Water & Sewer Division to ensure compliance with all federal, state, and local laws, regulations, administrative orders and policies as applicable. The Chief of Infrastructure shall be the administrative head of the Infrastructure and Asset Management Department.

Requirements

• Thorough knowledge of the principles and practices Ethical Conduct, Strategic Thinking, Leadership, Decision Making, Financial Management, Communications Proficiency, Presentation Skills.
• Considerable knowledge of administrative organization and management.
• Thorough knowledge of principles, practices and implementation of maintenance management systems.
• Skills in analyzing technical and administrative problems regarding Construction & Maintenance projects, Fleet management, Solid Waste supervision, Streets maintenance and Water & Sewer distribution and collection.
• Knowledge of principles and practices of organizational planning; informational programs; local governmental functions, organizations, and administration.
• Maintains knowledge of industry trends on infrastructure.
• Ability to analyze administrative problems.
• Supervise subordinate personnel.
• Establish and maintain effective working relations with public officials at all levels, members the City Council, employees, and the public.
• Must have ability to effectively communicate and interact with other employees and the public through the use of telephone and personal contact as normally defined by the ability to see, read, talk, stand, hear, hands to finger dexterity, handle, feel or operate objects, read and write English.
• Physical capability to effectively use and operate various items of office equipment; such as but not limited to a personal computer, calculator, copier and fax machines.
• Must be able to lift, carry and or push articles weighing up to 20 lbs.
• A Bachelor’s degree from an accredited institution, college or university with a degree in Civil Engineering, Public Administration, Business Administration, or related field with a minimum of seven (7) years of Executive-Level experience in local government.
• A combination of education & experience may be considered.

Responsibilities

• Plans, organizes, coordinates and directs the Construction & Maintenance Division, Fleet Division, Solid Waste Division, Streets Division and the Water & Sewer Division.
• Develops and implements management systems, procedures and standards for program evaluation.
• Makes recommendations to the Mayor for changes as needed.
• With the assistance of the division directors, prepares the budget for the Infrastructure and Asset Management Department and maintains budgetary controls.
• Assists in obtaining federal, state and local funding sources pertaining to infrastructure.
• Works directly with division directors to assist them in carrying out their responsibilities on a daily basis.
• Directs the development, implementation and reporting of maintenance programs for the various divisions.
• Ensures adherence to applicable laws, codes, regulations and guidelines applicable to the various divisions.
• Perform such other related duties and functions as requested by the Mayor.
