About The Position

Under general supervision, plans and supervises the operational components of the district to ensure that it derives maximum educational benefits from the expenditures of school funds; to function as part of the District Executive Team; to communicate with the Superintendent and Governing Board on an ongoing basis; to assist in the strategic planning of the District; to assume the Superintendent responsibilities in the absence of the Superintendent and Assistant Superintendent(s); to represent the District as administrative leader in legal and procedural issues; to provide leadership and supervision of all operational programs as assigned; and to assist in planning for District growth. SUPERVISES: All employees assigned to the Departments/Sites of the position. The primary areas of responsibility would include Facilities Maintenance & Grounds, Finance, Materials Management, Pupil Transportation, Network Services, School Nutrition and assigned District Office support staff. Essential duties and responsibilities may include, but are not limited to, the following: Serves in the absence of the superintendent and assistant superintendent(s) as the chief administrative officer of the district; Analyzes a variety of financial information for the purpose of providing direction and support, making recommendations, maximizing use of funds, and/or ensuring overall operations are within budget; Directs and reviews the administration of financial activities involving the preparation, administration, and control of the annual expenditure budget; Directs and reviews the administration of financial activities pertaining to the budget development and administration, including maintenance of financial and position records and controls and functional supervision over financial management of student body activities in all schools; Collaborates with internal and external personnel for the purpose of implementing and/or maintaining services and programs; Compiles data from a wide variety of sources for the purpose of analyzing issues, ensuring compliance with organization policies and procedures, and/or monitoring program components; Develops financial reports for the purpose of ensuring resources are available to maintain district facilities, construct new facilities, when needed, and to fulfill the district's educational mission; Maintains a variety of manual and electronic fiscal information, files and records for the purpose of providing an up-to-date reference and audit trail in accordance with the Uniform System of Financial Records, Arizona Revised Statutes, and Governing Board Policies while forecasting district expenditures, ensuring that allocations are accurate, revenues are recorded, expenses are within budget limits and/or fiscal practices are followed; Participates in meetings, conferences, workshops and seminars for the purpose of conveying and/or gathering information required to perform functions and resolving issues regarding District initiatives and operations; Prepares a wide variety of materials, reports and financial information for the purpose of planning district operations and communicating the plan to staff, community and Board members; Presents information for the purpose of communicating information, gaining feedback and ensuring adherence to established internal controls; Responds to a wide variety of inquiries of staff, district personnel, other professional organizations, outside organizations, etc. for the purpose of resolving problems, providing information and/or referring to appropriate personnel; Manages the district's real estate and insurance programs; Acts as advisor to the superintendent on all questions relating to the business and financial affairs of the district; Assists in recruiting, hiring, training, supervising, and evaluating all personnel under area of responsibility; Arranges for the internal auditing of school accounts and all funds; Assumes responsibility for insurance records and insurance accounting; Oversees the reconciliation of all bank accounts maintained by the Board; Assists in the projection of revenue and expenditures, preparation of prospectus for bond sales, management of short term investment portfolio, and the like; Plans and participates in staff compensation and benefit process; Prepares drafts of needed Board policies and administrative rules and regulations for area of responsibility; Manages district construction programs; Manages the property and liability risks of the district; Directly responsible for the oversight of the District’s Emergency Preparedness Plan Serves as a Trustee member on the Yuma Area Benefits Consortium Serves as a member of the Superintendent's Management Team. Performs other duties that may be necessary to assign.

Requirements

  • Bachelor's Degree from an accredited college or university in Accounting, Finance, School Finance, or a related field required.
  • A minimum of three (3) years of supervisory and management experience in a finance-related role required.
  • A minimum of three (3) years of experience in budgeting, accounting, payroll, and general fiscal management required.
  • Knowledge of: Legal bases and sources of finances of Arizona public education; Theory and practice of accounting, business administration, budgeting, auditing, and fiscal management, with emphasis on governmental operations; State laws, the Uniform System of Financial Records Manual for Arizona public schools; Government Accounting Standards Board and other regulations affecting school district financial affairs; Principles of organization, management, systems analysis, budgeting, and communications; and Concepts and applications of electronic data processing.
  • Skill in: Plan and administer complex technical operations involving coordination of efforts of multiple specialized units; Analyze present problems, identify potential problems, and develop and evaluate problem solving solutions; Motivates employees to use innovative approaches; Communicate effectively in writing and orally with persons at various levels of understanding; Analyze financial and statistical data, make appropriate projections, and make or recommend decisions as indicated; Maintain current and accurate records and reports, while meeting regular and special demands for data; and Make effective public presentations of complex data and plans.
  • A valid State Driver’s License may be required.

Nice To Haves

  • Prior experience in Arizona public school finance preferred.
  • The Board may consider such alternatives to the above qualifications as it deems appropriate and acceptable.
