About The Position

New York State Homes and Community Renewal (HCR) is the State’s affordable housing agency, with a mission to build, preserve, and protect affordable housing and increase homeownership throughout New York State. The Office of Multifamily Finance & Development actively engages with a range of partners including for- profit, and not for profit borrowers, municipalities, lenders, investors, and other funding entities to leverage tax credits, tax exempt bonds, and a multitude of State funded programs. Finance & Development has primary responsibility for implementing many of the initiatives under the Governor’s Housing Plan, an unprecedented $25 billion investment over five years. The Vice President of Programs and Operations/Chief of Staff serves as an advisor to the Senior Vice President on matters related to the Office of Multifamily Finance and Development and provides general oversight of policy matters and for the Office.

Requirements

  • Bachelor’s degree required; Master’s Degree preferred.
  • Strong knowledge and/or experience in real estate and/or affordable housing finance.
  • Knowledge of Excel, Word, and Microsoft Office Outlook
  • Good oral and written communication skills and project management skills
  • Must be a collaborative team player.
  • Demonstrated capacity for collaboration, performing multiple tasks, analyzing complex processes, and using independent judgment.
  • Strong self-initiative for accomplishing production goals and securing necessary approvals.
  • Effective communication and stakeholder engagement skills with the ability to clearly communicate complex ideas to both technical and non-technical audiences.
  • Ability to foster collaboration between different stakeholders.
  • Proven leadership ability.

Responsibilities

  • Work on special projects, including unique real estate transactions; informing and implementing new initiatives and programs; and, special State projects such as development of affordable housing on state-owned sites
  • In coordination with program VPs oversee pipeline management, focusing on unit count, tax credit, and subsidy and volume cap usage
  • Work with the SVP and VPs to set and track housing production goals towards Agency targets
  • Support SVP in the fulfillment of larger Department and Agency goals
  • Update multifamily programs and policies to ensure consistency between multifamily programs and operations
  • Ensure policy effectiveness through data management and tracking including on construction costs, volume cap, tax credit, and subsidy usage
  • Serve as the main point of contact for external requests and inquiries
  • Collaborate with other teams and departments to ensure alignment on workflow and program and policy implementation
  • Perform team management functions including HR actions, working with HR on new hire approvals and assisting with creation of internal budget for Office of Multifamily Finance and Development teams
  • Directly oversee three program functions: o Loan Servicing – team responsible for loan servicing and requisition activities during the construction period
  • Tax Credit Programs – team that oversees all tax credit functions, including 4% LIHTC, 9% LIHTC and the State Low Income Housing Tax Credit o Management Systems and Research – data analysis team responsible for overseeing data management and integrity for the 9% LIHTC team
  • Work on interagency initiatives including but not limited to City Agencies, State agencies and utilities
