About The Position

Provides executive-level leadership and accountability for utility-wide systems including the distribution of drinking water and collection of wastewater for the Authority, including operations, maintenance, associated capital improvements; regulatory compliance; fiscal management; and emergency preparedness, response, and recovery. Ensures system functions and components operate safely, reliably, and efficiently through clear direction, accountability, and executive oversight. Serves as a key policy and operational leader for BJWSA with responsibility for both internal and external coordination to ensure continuity of operations in support of BJWSA’s strategic goals.

Requirements

  • Bachelor's degree in Engineering, Operational Management, Construction Management or related field required.
  • Minimum 8 years experience and knowledge of public water and wastewater system operations, including water distribution, wastewater collection, and pump stations.
  • At least 6 years in a management-level role in a water, wastewater, or similar utility.
  • Proficiency in computer systems and software applications required.
  • Requires an “A” Water Distribution License and an “A” Wastewater Collection System License or must pass both Level A tests within two (2) years of employment
  • Valid driver’s license required.
  • Strong analytical skills, including the ability to evaluate data, identify trends, and make informed decisions.
  • Excellent written and verbal communication skills; able to present complex technical concepts clearly to varied audiences.
  • Proven leadership and team management abilities with experience overseeing multiple projects and staff.
  • Proficiency in Microsoft Office and industry-specific software tools.
  • Skilled in preparing and reviewing technical documents, reports, and correspondence with accuracy.
  • Competence in performing job-related calculations and interpreting numerical data.
  • Ability to operate office and field equipment requiring manual dexterity and visual accuracy.

Responsibilities

  • Ensures utility system activities support compliant, reliable, and timely service delivery for system infrastructure distributing and collecting water and wastewater located throughout the Authority’s service area.
  • Oversees the operation and maintenance of assets throughout the Authority’s system including piping, pumping, storage facilities, and mechanical, electrical, and telecommunications equipment; ensures compliance with applicable water quality standards and Authority goals;
  • Oversees and develops strategies related to utility systems maintenance including equipment repair, rehabilitation, and replacement to support operational continuity and minimize life cycle cost through preventative and predictive technologies.
  • Leads and provides executive- level accountability for emergency preparedness and response activities for system-wide distribution and collection functions. Safeguards utility system facilities from unauthorized access and other threats, natural disasters and emergency situations.
  • Cultivates a high-performance culture by mentoring staff, fostering professional development, and equitably administering personnel policies and procedures.  Establishes performance expectations for Utility System Operations, ensuring safety, reliability, and efficiency.Evaluates water and sewer system operational and budgetary needs and formulates short- and long-term plans in accordance with applicable laws, regulations, national standards, engineering codes, and current/best technologies and practices.
  • Balances long-term planning and forecasting with day-to-day operations while navigating complex and evolving regulatory, operational, and infrastructure challenges.
  • Serves as a principal advisor to engineering and capital program functions including water system facility operations, mechanical and electrical equipment design, and control system operations.  Confers with design engineers and consultants to provide expertise on plans and specifications, system modifications, and new equipment.
  • Reviews capital projects, current processes and infrastructure standards based on applicable engineering principles, theories and practices; utilizes appropriate engineering-based methods, techniques and procedures for design, operation, and maintenance of piping and pumping systems, associated mechanical and electrical systems and components, and materials quality control practices
  • Supervises and conducts engineering analyses and research studies; prepares administrative and technical reports communicating findings and recommendations.
  • Builds strong relationships with internal and external stakeholders and promotes an organizational culture that delivers high performance results through an engaging, communicative, and collaborative approach.
  • Ensures utility compliance in operations programs, including but not limited to the backflow prevention program and utility locates.
  • Ensures appropriate controls and approvals are in place for procurement of operational supplies and services to support field activities. Oversees contracts and service contracts supporting operational continuity.
  • Represents BJWSA through customer outreach as needed and at meetings with consultants, regulatory agencies, contractors, community groups, and professional associations; delivers presentations as needed.
  • Ensures overall compliance with contractual requirements and service standards associated with the Navy contract involving the four installations.
  • Ensures ongoing compliance with safety and security policies and implements updates as needed.
  • Performs other duties as assigned.
