About The Position

Under the direction of the Fire Chief and Chief Fire Marshal, the Chief of Emergency Medical Services will be responsible for the development, implementation, and oversight of the City's Emergency Medical Services system. This role will lead the creation of a new EMS program, manage contractual relationships with third-party EMS providers, and establish the framework for a potential future in-house EMS department. The EMS Chief ensures high-quality, efficient, and compliant emergency medical services that meet community needs and align with local, state, and federal regulations.

Requirements

  • A minimum of an Associates degree in emergency medical services, public administration, or a related health field: or a high school diploma/GED combined with at least ten (10) years of progressively responsible experience across a range of EMS functions.
  • At least five (5) years of supervisory experience.
  • Current Paramedic Certification with Texas Department of State Health Services or the ability to obtain certification within one year of employment.
  • Valid Class "C" Texas driver's license and a good driving record.

Nice To Haves

  • Experience in managing contracts, vendors, or public-sector partnerships highly desired.
  • Experience in EMS system design, administration, or oversight highly desired.

Responsibilities

  • Design, develop, and implement a comprehensive municipal EMS system from inception, including policies, procedures, protocols, and performance standards.
  • Develop operational plans, including response models, deployment strategies, and service delivery benchmarks.
  • Administer and oversee the City's EMS service contract, including performance monitoring, compliance with KPIs/SLAs, and review of reports, response times, clinical outcomes, and customer service metrics.
  • Lead contract negotiations, renewals, amendments, and RFP processes.
  • Ensure compliance with all applicable federal, state, and local EMS regulations, licensing, and operational standards.
  • Develop and oversee quality assurance/improvement (QA/QI) programs and evaluate EMS data to improve patient care and system performance.
  • Advise executive leadership and prepare reports, presentations, and recommendations for City leadership and governing bodies.
  • Develop a phased plan for potential transition to a municipal EMS department and oversee onboarding/supervision of EMS personnel as positions are established.
  • Serve as EMS Administrator of Record with the Texas Department of State Health Services and the U.S. Drug Enforcement Administration (DEA).
  • Serve as EMS Medical Officer, overseeing EMS activities, clinical standards, and medical recommendations.
  • Maintain, review, and analyze departmental records and provide required reporting to the City and Medical Director.
  • Serve as Infection Control Officer and HIPAA Compliance Officer.
  • Conduct research and analysis of EMS trends, technologies, and service delivery models to ensure effective and modern emergency medical care.
  • Assist in preparing, administering, and monitoring the EMS budget, including cost estimates and justifications.
  • Serve as liaison between the City and hospitals, medical direction authorities, contractors, and other external agencies.
  • Must have and maintain, without interruption, required certifications and licenses.
  • Works assigned schedule and complies with the City's timekeeping and attendance policies.
  • Performs other related duties as assigned.
