About The Position

This position is responsible for performing intermediate-level work under the limited supervision of the Assistant Deputy Commissioner, Division of Finance and Operations. Position serves as Chief of the Bureau of Contracts, Grants and Procurement Management Services, responsible for providing technical assistance to stakeholders regarding procurement, contract administration and project grant awards. Position oversees and manages the activities and supervises a team of professional staff within the Bureau to ensure quality/accountability for all assigned programs and funds, utilizing an organized approach to development, best practices, maximizing resources and improving customer service.

Responsibilities

  • Serves on coordination and policy committees acting as a resource for the support and analysis of activities of the Department of Education.
  • Formulates and coordinates teams, study groups and task forces to plan, develop, implement, monitor and evaluate various initiatives, projects, and special assignments.
  • Plan, direct and coordinate the activities of the Bureau of Contracts, Grants, and Procurement Management Services consistent with established performance expectations. Ensure compliance with sections 215.97, 215.971, 287.057 and 287.058, Florida Statutes as they pertain to the direct responsibilities of this position and the Bureau.
  • Interpret and implement division policies regarding education programs and the allocations of personnel, and time and effort for the Personnel Activity Reporting system.
  • Recommend and implement division policies and procedures related to the function of the bureau.
  • Directs the search and application for new sources of funding for the Department and other educational entities.
  • Monitor the automated tracking of project awards and contracts through the Department’s approval process.
  • Continuously evaluate program accountability measures to ensure the effective administration of contracts and all other procurement activities by the Department consistent with applicable statutes and rules. Implement improvements as necessary to ensure that appropriate and compliant procedures and processes are in place for program and project monitoring as well as follow-up to and resolution of findings from other entities such as the Auditor General and the U.S. Department of Education.
  • Continuously evaluate program accountability measures for state and federal grant programs and implement improvements as necessary to ensure that appropriate and compliant procedures and processes are in place for program and project monitoring as well as follow-up to and resolution of findings from other entities such as the Auditor General and the U.S. Department of Education.
  • Oversees the Department’s implementation of My Florida Marketplace in accordance with the guidelines and system design provided by the Department of Management Services.
  • Responsible for the coordination of bureau activities with other offices such as the Budget office, the Comptroller office, and program offices.
  • Develop and maintain an effective budget process, appropriately involving program managers, to facilitate allocation of state and federal grant funds aligned with the Department’s goals and strategic imperatives.
  • Implement effective training and technical assistance strategies for bureau staff, program staff, and sub recipients to assist all concerned in the improvement of grants management and administration functions.
  • Performs other duties as assigned.
