About The Position

Under the general direction of the Senior Port Engineer, Port Engineer or other superior officer, supervises and directs the operation of the main propulsion and auxiliary equipment of diesel or diesel-electric powered ferry boats; ensures compliance with agency standard operating procedures, standing orders, and applicable local, state and federal rules and regulations; performs related work. The role involves supervising and directing all members of the below-deck team, and the operation, maintenance, and minor or emergency repair of the main propulsion equipment, boilers, auxiliaries, electrical equipment, steering pumps, and fuel, oil, urea and waste tanks on Staten Island Ferry boats. The Chief Marine Engineer also performs all duties of inspection officer and team leader below deck, and supervises and directs the care, storage, and use of fuel on board the ship. Ensuring that machinery and auxiliary systems are operated in accordance with United States Coast Guard and American Bureau of Shipping rules and regulations, Staten Island Ferry safety management system requirements, and NYC DOT departmental regulations is crucial. The position requires keeping records and making reports. A Merchant Mariner Credential (MMC) with endorsement and medical certificate, and a valid Transportation Worker Identification Credential (TWIC) must be maintained for the duration of employment. Medical guidelines established by the U.S. Coast Guard apply, and candidates must pass a medical examination and drug screening prior to appointment and undergo random drug and alcohol testing during employment.

Requirements

  • Serving permanently in the title of Chief Marine Engineer or reachable on Civil Service list, Exam # 6023/6517.
  • A valid license for Chief Engineer of Motor Vessels of any H.P. issued by the United States Coast Guard Inspection Service; or an equivalent license in motor vessels issued by the United States Coast Guard Inspection Service.
  • Merchant Mariner Credential (MMC) with endorsement and medical certificate must be maintained for the duration of employment.
  • Possess a valid Transportation Worker Identification Credential (TWIC) issued by the U.S. Transportation Security Administration (TSA) at the time of appointment.
  • A valid TWIC must be maintained for the duration of employment.
  • Undergo a medical examination prior to appointment and thereafter, pursuant to Coast Guard regulations.
  • Pass a drug screening to be appointed.
  • Subject to random drug and alcohol testing during employment.
