About The Position

SpecPro Sustainment and Environmental (SSE) is seeking a Chief Information Security Officer (CISO) to support the National Space Intelligence Center (NSIC) Military Construction (MILCON) program at Wright-Patterson Air Force Base (WPAFB), Ohio. The CISO will serve as a dedicated Project Delivery Team (PDT) member and provide senior-level IT expertise supporting the planning, design, construction, integration, and commissioning of technology infrastructure for a new large-scale intelligence facility. The position will advise and assist NSIC throughout the MILCON project and coordinate extensively with WPAFB and Intelligence Community mission partners.

Requirements

  • Must be a U.S. citizen.
  • Must possess, or be eligible to obtain and maintain, the security clearance required for the position, up to and including Top Secret (TS) with Sensitive Compartmented Information (SCI) and Special Access Program (SAP) access.
  • Certified Information Systems Security Professional (CISSP) certification required.
  • Deep knowledge of the Risk Management Framework (RMF) and ATO process.
  • Experience working with classified networks.
  • Extensive knowledge of enterprise architecture frameworks.
  • Proficiency in cloud computing, database management, IT governance, and cybersecurity.
  • Knowledge of data center and network infrastructure design and integration.
  • Experience with system architecture, software development, and IT project management.
  • Proven ability to lead technical teams and manage complex IT projects, including budgeting and resource allocation.
  • Ability to translate complex operational and mission requirements into technical solutions.
  • Strong written and oral communication skills and ability to coordinate across Government, contractor, and Intelligence Community organizations.

Responsibilities

  • Provide expertise in the design, programming, planning, and management of IT infrastructure for new SCIF MILCON requirements.
  • Translate complex operational and mission requirements into a cohesive, resilient enterprise architecture.
  • Support identification and development of IT mission requirements.
  • Support IT program development, equipment acquisition, and equipment disposition.
  • Support the construction IT submittal process, including review of submitts, test reports, change orders, and record documents.
  • Provide expertise related to data centers, network infrastructure, cybersecurity, cloud integration, database management, and IT governance.
  • Support Risk Management Framework (RMF) and Authority to Operate (ATO) processes.
  • Coordinate activities and serve as a liaison with external organizations, including the WPAFB 88th Communications Squadron, NASIC, and Intelligence Community mission partners.
  • Participate in required IT design, construction, integration, and project reviews.
  • Provide technical leadership to ensure IT installations and submitts meet applicable mission and security requirements.
  • Guide technical teams and support budgeting and resource allocation for complex IT projects.
