About The Position

The Department of Medical Assistance Services (DMAS) is seeking a Chief Financial Officer (CFO) to serve as a key member of the Executive Team. The CFO will provide fiscal leadership, strategic oversight, and operational leadership for all financial activities related to the state Medicaid program. DMAS administers health care programs for qualifying Virginians, including Medicaid, which is financed by state and federal governments and currently covers 1.7 million Virginians with an expenditure of $24 billion. The role requires strong communication skills due to intense stakeholder interaction and frequent change. The CFO oversees budgeting, forecasting, rate setting, financial compliance, procurement, contract management, and fiscal policy to ensure efficient stewardship of funds. This position involves the convergence of finance, policy, and strategy. The CFO collaborates with the Governor’s Office, Office of the Secretary of Health and Human Resources, Department of Budget & Planning, Legislature, federal agencies, Managed Care Organizations, and other stakeholders to ensure financial sustainability, integrity, and alignment with strategic goals. Responsibilities include analyzing proposed legislation, budget amendments, and providing testimony at legislative meetings. The role also includes executive leadership management, leading five large divisions and staff, and coordinating cross-functional teams.

Requirements

  • Extensive experience of state or federal healthcare financing, federal grants, and legislative appropriations.
  • Extensive experience/knowledge of federal and state funding mechanisms, rate setting, procurement and financial operations.
  • Extensive experience in budgeting, forecasting, financial policy development and monitoring expenditure and revenue performance.
  • Extensive experience with program development, implementation of strategic financial programs (including federal and state requirements).
  • Extensive experience of systems/programs/computer software, to include Microsoft Suites
  • Extensive knowledge or experience of federal and state regulations, fiscal controls, and reporting requirements and oversee financial oversights and compliance.
  • Extensive experience with meeting deadlines and managing multiple priorities/initiatives.
  • Extensive experience of federal or state legislative and budget processes.
  • Extensive Executive Level experience with supervising/leading staff.

Responsibilities
