About The Position

The Chief Financial Officer (CFO) is a member of the Healthy Start executive team and serves as the organization’s strategic financial leader. The CFO ensures fiscal integrity, sustainability, and regulatory compliance while aligning financial strategy with Healthy Start’s mission and growth trajectory. The CFO reports directly to Healthy Start’s Chief Executive Officer (CEO), works closely with the Chief Operating Officer (COO), Finance Committee, and Board of Directors, and oversees accounting, budgeting, financial reporting, audit coordination, cash flow management, grant financial oversight, compliance, and fiscal team leadership. The CFO must demonstrate unwavering support for the organization’s mission; possess strong nonprofit financial acumen; maintain high ethical standards; manage complex funding streams; and serve as an innovative financial strategist capable of adapting to changing internal and external circumstances.

Requirements

  • Strong nonprofit accounting knowledge including GAAP and federal grant compliance.
  • Strategic financial planning and forecasting experience.
  • Experience presenting financial information to Boards and Finance Committees.
  • Strong internal control and policy development expertise.
  • Excellent written, oral, and interpersonal communication skills.
  • Bachelor’s degree required; CPA strongly preferred.
  • 8–10 years of progressively responsible financial leadership experience.
  • Minimum 5 years nonprofit financial management experience.
  • Demonstrated experience leading annual audits.
  • COVID-19 vaccination
  • Act 33/34 and FBI clearances are required
  • Must possess a valid unrestricted Pennsylvania Driver’s License
  • Must possess current and valid unrestricted automobile insurance and be listed as an insured driver
  • Must have reliable transportation to support families on a need basis

Responsibilities

  • Partner with the CEO and executive team to develop long-term financial strategy and sustainability planning.
  • Provide financial modeling, forecasting, and analysis to support executive decision-making.
  • Provide input on financial aspects of key strategic initiatives.
  • Develop financial dashboards and executive reporting tools.
  • Oversee all accounting operations including general ledger integrity and monthly close.
  • Review financial statements and monitor organizational financial performance.
  • Develop and manage the annual operating budget in partnership with CEO and COO.
  • Oversee preparation and review of budgets and forecasts, present to Finance Committee and Board.
  • Monitor cash balances and oversee cash flow forecasting.
  • Ensure compliance with GAAP and nonprofit accounting standards.
  • Develop and institute appropriate accounting policies, procedures, and internal controls.
  • Evaluate fiscal responsibilities of new or amended contracts and grant agreements.
  • Monitor grant spending and ensure cost allowability and funding compliance.
  • Oversee preparation and coordination of federal, state, and local filings including Form 990, unemployment compensation, Form W-2s, Form 1099s, and PA and local tax filings.
  • Oversee annual audit process and manage relationships with external auditors.
  • Serve as staff liaison to the Finance Committee.
  • Present financial matters to the Board of Directors.
  • Supervise and monitor accounting staff and provide leadership to the fiscal department.
  • Manage (in conjunction with CEO) relationships with key stakeholders including banking institutions, investment partners, and external auditors.
