About The Position

The Fresno Economic Opportunities Commission (Fresno EOC), a large nonprofit 501(c)(3) Community Action Agency with an annual operating budget of approximately $150 million and over 1,000 employees, seeks a strategic, experienced, and dynamic executive leader to serve as its Chief Financial Officer (CFO). The CFO will report directly to the Chief Executive Officer (CEO) and be a key member of the Executive Leadership Team. This role is responsible for overall fiscal stewardship, strategic direction, and rigorous financial control for the agency's complex $150M operational ecosystem. Fresno EOC serves over 100,000 residents annually across more than 30 community programs, funded by diverse federal, state, local, and private grants.

Requirements

  • Bachelor’s degree in Accounting, Finance, Business Administration, or a related field required.
  • Minimum of 7 years of progressively responsible financial management experience, with significant senior leadership (CFO, Controller, or Finance Director) in a large nonprofit organization or public agency.
  • Demonstrated experience with nonprofit fund accounting, including accounting for restricted and unrestricted funds, multiple funding sources, and program-specific financial reporting.
  • Familiarity with FASB accounting standards and OMB regulations, including the requirements applicable to federally funded nonprofit organizations.
  • Experience identifying and mitigating financial and operational risks, strengthening internal controls, and safeguarding organizational assets.
  • Familiarity with financial management software, with the ability to evaluate and implement systems that improve efficiency and data integrity.
  • Strong ability to analyze complex financial information, identify trends and risks, interpret financial data, and translate analysis into actionable recommendations for organizational leadership.
  • Significant experience managing or supporting external financial and compliance audits, including preparing for audits, responding to findings, and implementing corrective actions.
  • Experience establishing and managing relationships with banks and other financial institutions, including banking services, cash management, credit facilities, lending relationships, and other treasury functions.
  • Deep commitment to community action, social justice, and Fresno EOC’s mission of empowering low-income families and individuals.
  • Ability to transition seamlessly between strategic executive visioning and tactical, hands-on financial analysis.
  • Skillful at translating complex grant metrics, financial trends, and budgets into clear, actionable terms for board members, program directors, and non-financial staff.
  • Proven ability to manage competing priorities, tight grant deadlines, and shifting regulatory demands while maintaining composure and team focus.

Nice To Haves

  • Master’s degree (MBA/MPA) or CPA/CMA designation preferred.
  • Experience with Community Action Agencies or multi-program human service organizations is highly desirable.
  • Senior-level financial management experience in a corporate or for-profit environment is preferred, particularly experience overseeing complex financial operations.

Responsibilities

  • Lead short- and long-term financial planning, multi-year forecasting, agency-wide annual operating budgets, and capital allocation strategies.
  • Advise the CEO, Board of Commissioners, and Finance Committee on financial status, risks, and growth opportunities.
  • Maintain rigorous oversight of federal, state, and local funding streams (e.g., Head Start, CSBG, WIC, CalAIM).
  • Direct daily accounting operations across general ledger, accounts payable, accounts receivable, payroll, and cash flow management.
  • Evaluate, modernize, and optimize ERP/accounting platforms to improve data integrity, workflow automation, and cross-departmental reporting.
  • Serve as the primary liaison for annual independent financial audits, regulatory reviews, and tax filings.
  • Manage treasury activities, banking/lending relationships, lines of credit, and internal controls to mitigate risk and safeguard assets.
  • Supervise, mentor, and build a high-performing finance and accounting team, promoting a culture of accountability, precision, and continuous learning.
