About The Position

The Chief Financial Officer (CFO) is a key leadership position within EASTERN PLUMAS HEALTH CARE DISTRICT, responsible for the overall financial health and stability of the organization. This role oversees all financial functions, including accounting, budgeting, financial reporting, revenue cycle management, and financial planning. The CFO plays a critical role in strategic decision-making, ensuring the organization's financial resources are aligned with its mission and long-term goals. This position requires a strong understanding of healthcare finance, regulatory compliance, and financial management best practices.

Requirements

Bachelor's degree in Accounting, Finance, or a related field.
Minimum of ten years of progressive financial leadership experience, preferably in rural healthcare and critical access hospital industry.
Experience with intergovernmental transfers.
Experience with financial reporting, budgeting, forecasting, and financial analysis.
Experience with revenue cycle management, including billing, collections, and denials management.
Experience with managing a team of finance professionals.
Experience with developing and implementing financial policies and procedures.
Experience with working with external auditors and regulatory agencies.
Strong analytical and problem-solving skills.
Excellent communication and interpersonal skills.
Ability to work independently and as part of a team.
Ability to manage multiple projects simultaneously.
Strong leadership and management skills.
Knowledge of generally accepted accounting principles (GAAP).
Knowledge of healthcare finance regulations and reimbursement methodologies.

Responsibilities

Develop, implement, and maintain sound financial policies and procedures that comply with all applicable regulations and generally accepted accounting principles (GAAP).
Oversee the preparation of timely and accurate financial statements, including balance sheets, income statements, cash flow statements, and budget variance analyses.
Develop and manage the annual operating and capital budgets, ensuring alignment with the organization's strategic plan and operational needs.
Monitor financial performance against budget and identify opportunities for cost savings and revenue enhancement.
Manage the organization's cash flow and investments, ensuring adequate liquidity and maximizing returns while minimizing risk.
Oversee all aspects of the revenue cycle, including billing, collections, and denial management, to optimize revenue generation and minimize bad debt.
Lead and mentor the finance team, providing guidance and support to ensure professional development and high performance.
Collaborate with other members of the executive leadership team to develop and implement strategic initiatives that support the organization's mission and goals.
Ensure compliance with all applicable federal, state, and local regulations related to healthcare finance and reporting.
Represent the organization in financial matters with external stakeholders, including banks, auditors, and regulatory agencies.
Stay abreast of industry best practices and emerging trends in healthcare finance and adapt strategies accordingly.
Develop and maintain strong relationships with key internal and external stakeholders, including the Board of Directors, medical staff, and community partners.
Oversee the management of financial systems and technology, ensuring data integrity and security.
Participate in the development and implementation of long-term financial planning and forecasting models.
Provide financial analysis and recommendations to support strategic decision-making by the executive team and Board of Directors.
Work closely with outside consultants on preparation of annual cost reports.
