About The Position

Butler Metropolitan Housing Authority (BMHA) is seeking a visionary and experienced Chief Financial Officer (CFO) to join our executive leadership team. This is an exciting opportunity for a strategic financial leader who is passionate about public service, operational excellence, and advancing affordable housing initiatives that positively impact communities throughout Butler County. The CFO will provide executive oversight of all financial operations and long-term fiscal strategy for BMHA, ensuring financial integrity, regulatory compliance, and sustainable growth across a diverse housing portfolio that includes Public Housing, Housing Choice Voucher (HCV), RAD conversions, LIHTC developments, and affiliated development initiatives. Reporting directly to the President & CEO, the CFO serves as a key advisor to executive leadership and the Board of Commissioners. This role is responsible for leading agency-wide budgeting, financial planning, compliance, reporting, audit coordination, risk management, and financial operations while supporting the agency's mission to provide quality affordable housing and services to the community. The successful candidate will oversee the Finance Director and accounting team while collaborating across departments to align financial strategy with operational goals and organizational growth.

Requirements

  • Bachelor's degree in Accounting, Finance, Business Administration, or related field
  • Minimum of 10 years of progressively responsible financial management experience
  • Minimum of 5 years of senior leadership or executive management experience
  • Valid driver's license and proof of insurance

Responsibilities

  • Lead BMHA's financial planning, forecasting, capital strategy, and cash flow management
  • Serve as the chief financial advisor to the President & CEO and Board of Commissioners
  • Provide strategic recommendations regarding investments, debt management, sustainability, and organizational growth
  • Support long-term financial health and operational efficiency across all agency programs
  • Direct the development and administration of agency-wide operating and capital budgets
  • Monitor financial performance and provide variance analysis and corrective recommendations
  • Oversee multi-year financial planning and reserve analysis
  • Ensure compliance with HUD regulations, federal grant requirements, GAAP, and governmental accounting standards
  • Oversee Financial Data Schedules (FDS), Voucher Management System (VMS) reporting, SEMAP-related indicators, and related submissions
  • Serve as the primary contact for HUD financial reviews, audits, and compliance inquiries
  • Oversee financial operations and compliance for RAD properties and LIHTC developments
  • Coordinate with developers, investors, lenders, auditors, and legal counsel
  • Support future redevelopment and financing initiatives
  • Oversee accounting operations including payroll, accounts payable/receivable, grant accounting, and financial reporting
  • Lead annual independent audits and ensure timely resolution of findings
  • Maintain strong internal controls, financial policies, and risk mitigation strategies
  • Supervise and mentor finance and accounting staff
  • Establish performance expectations, accountability standards, and professional development initiatives
  • Foster a culture of transparency, collaboration, and fiscal responsibility
