About The Position

The NYC Department of Design and Construction is seeking a Chief Financial Officer. Reporting directly to the Executive Deputy Commissioner of Administration and working closely with senior staff, the Chief Financial Officer (CFO)/ Chief Savings Officer (CSO) will manage the Finance & Procurement Division and be responsible for the agency’s budget and financial functions. The CFO must support all efforts to improve capital project delivery, including internal process reform, innovation, and external oversight regulatory reform. The selected candidate will lead agency budget planning efforts to ensure sufficient funding for personal and other than personal services, manage the administration of the agency’s operating budget including revenue forecasts, collections, and expenditure review/approval in accordance with City policy and ensure that agency Capital Commitment Plan goals are met or exceeded. They will direct the preparation and implementation of capital and expense budgetary adjustments as necessary, oversee vendor payments and agency accounts payable, and guide all agency fiscal and budgetary decisions. The role also encompasses responsibilities as the Chief Savings Officer (CSO). In this capacity, the selected candidate will analyze agency spending to identify inefficiencies, eliminate waste, and implement sustainable cost-saving measures that reduce baseline budgets. They will coordinate with agency leadership to execute savings initiatives and provide ongoing monitoring and reporting to ensure continuous improvement and responsible use of public funds. Additional responsibilities include performing high-level administrative, technical, and professional work in directing and supervising staff; assisting with the development and implementation of City and departmental goals, objectives, policies, and priorities; monitoring and evaluating the efficiency and effectiveness of agency and divisional service delivery methods; analyzing administrative and IT systems to ensure operational efficiency; and identifying opportunities for improvement, particularly to achieve capital project delivery goals set forth in the agency strategic plan.

Requirements

  • A baccalaureate degree from an accredited college and four years of experience of a nature to qualify for the duties of the position, at least 18 months of which must have been in an administrative, managerial, consultative, or executive capacity or supervising personnel performing activities related to the duties of the position; or A combination of education and/or experience equivalent to the above.
  • All candidates must have the 18 months of administrative, managerial, executive, consultative or supervisory experience.
  • Currently authorized to work full-time in the United States (U.S.).
  • Present original documents proving citizenship or the legal right to work in the U.S.
  • Educational credentials must be from a U.S. Department of Education-recognized accredited institution.
  • Credentials from foreign institutions require independent equivalency verification from an approved evaluation service.
