About The Position

The position serves as the Chief Financial Officer for the Oklahoma Broadband Office, responsible for planning, directing, and overseeing fiscal operations and financial accounting functions of the agency. OBO operates on federal grant revenues and administers a grant portfolio including funding from the Broadband Equity, Access, and Deployment (BEAD) Program and American Rescue Plan Act (ARPA) related programs. This position requires knowledge of federal grant financial management, state agency financial accounting, and internal controls.

Requirements

  • Bachelor's degree in accounting, finance, business administration, public administration, or closely related field and ten years of professional accounting or auditing experience, including five years in a supervisory or administrative capacity; or an equivalent combination of education and experience substituting one additional year of professional accounting or auditing experience for each year of required education.
  • CPA, CGFM, or equivalent professional certification required.
  • Knowledge of generally accepted accounting principles (GAAP) and governmental accounting standards; federal grant administration requirements including 2 CFR Part 200 Uniform Guidance; financial statements, reports, and audit processes; procurement laws and regulations; and accounting systems including PeopleSoft or comparable governmental ERP.
  • Ability to direct the work of others; review and analyze financial records; prepare financial reports and statements; and communicate effectively with agency leadership, oversight bodies, and external stakeholders.

Responsibilities

  • Plan, direct, and coordinate fiscal operations and financial accounting functions of the agency.
  • Develop, implement, and maintain accounting systems, policies, and procedures for recording revenues and expenditures in compliance with state and federal requirements.
  • Review and approve agency obligations and expenditures; monitor cash balances and evaluate resource needs across grant programs.
  • Establish and maintain fiscal controls to ensure appropriate accountability for revenues and expenditures.
  • Direct financial management of federal grant awards in compliance with 2 CFR Part 200 Uniform Guidance and applicable federal agency requirements.
  • Direct preparation and timely submission of required federal financial reports, including Semi-Annual Reports and quarterly financial disclosures.
  • Ensure allowability, allocability, and reasonableness of expenditures charged to federal grants.
  • Direct the preparation of financial statements, reports, and reconciliations in accordance with GAAP and OMES requirements.
  • Oversee accounting activity processed through state financial system and other related systems, including expenditure coding, payroll processing, reconciliations, and fund management.
  • Prepare and present monthly budget-to-actual comparisons and variance analyses to agency leadership.
  • Coordinate GAAP conversion packages and agency contributions to the state Annual Comprehensive Financial Report.
  • Conduct periodic risk assessments and maintain the agency's internal control framework, policies, and procedures.
  • Plan, direct, and coordinate internal financial reviews to ensure compliance with established standards.
  • Coordinate and support annual independent audits and Single Audit obligations; prepare audit-ready documentation and respond to findings.
  • Direct the review and preparation of budget work programs and annual budget requests; make recommendations concerning the agency budget.
  • Oversee agency procurement practices in compliance with Uniform Guidance and OMES procurement guidelines.
  • Review and approve purchase requisitions, contract commitments, and expenditure authorizations.
  • Manage budget revisions for federal programs as required by each grant.
