About The Position

The CFO serves as a member of the Sheriff's Executive Team and participates in the development of organizational strategy, policy decisions, operational planning, and resource allocation. This role serves as the principal financial advisor to the Sheriff and Executive Team, ensuring the integrity of financial operations, transparent fiscal management, and long‑range financial planning for the agency. The CFO is responsible for comprehensive budget development and administration, financial reporting, internal controls, audits, asset recordkeeping, financial forecasting, cost analysis, and oversight of all accounting functions across the department.

Requirements

Extensive knowledge of governmental budgeting practices, financial controls, accounting principles, and audit standards.
Strong knowledge of federal, state, and local laws related to government finance, grants, and public‑sector accounting.
Ability to analyze complex financial data, identify trends, and provide clear, actionable recommendations to leadership.
Ability to set organizational financial strategies, allocate resources, and develop effective long‑term financial plans.
Strong leadership and supervisory ability, including delegation, performance management, and staff development.
Ability to interpret accounting and audit principles, prepare analytical reports, and develop advanced financial models and spreadsheets.
Strong communication skills and the ability to collaborate effectively with internal and external stakeholders.
Bachelor’s degree in accounting or a related field, plus ten years of governmental accounting experience, including four years in a supervisory role.
OR Master’s degree in accounting or a related field, plus seven years of governmental accounting experience, including four years in a supervisory role.

Nice To Haves

CPA, CIA, CGFO, CGFM, or other relevant certifications.
Experience with MOSAIC and HR CMS systems
Experience in payroll, procurement, contract management, and budget administration.
Experience as an administration team member in a complex state department or municipality
Experience with Workday Financial Management and Microsoft Office applications.

Responsibilities

Lead the development, implementation, and management of the agency’s annual operating budget, ensuring alignment with organizational priorities and long‑term strategic plans.
Provide expert financial guidance to the Sheriff, Executive Team, and division leaders on budget management, cost‑benefit analysis, departmental financial performance, and funding needs.
Direct complex financial operations through subordinate managers, supervisors, and professional staff; assign, review, and evaluate work while ensuring adherence to standards and policies.
Oversee preparation of financial statements, year‑end close, federal and state reporting, and supplementary schedules, ensuring compliance with GAAP and applicable regulations.
Develop and maintain robust internal control systems to safeguard financial assets, ensure audit readiness, and support transparent fiscal operations.
Serve as primary liaison with external auditors.
Perform cash flow analysis and take action to ensure sufficient operating liquidity and annual financial stability.
Provide executive oversight of accounting, procurement, and contract administration functions to ensure compliance with applicable laws, regulations and agency policies.
Manage agency‑wide payroll operations and ensure accuracy, compliance, and process efficiency.
Lead the development of multi-year financial forecasts, capital planning initiatives, and long-term fiscal sustainability strategies to support agency operations and strategic priorities.
Lead the evaluation, implementation, and continuous improvement of financial systems, reporting tools, and business processes to enhance operational efficiency and decision-making.
Identify and assess financial risks and develop strategies to mitigate operational, regulatory, and fiscal exposure.
Provide financial analysis and cost projections related to collective bargaining negotiations, staffing initiatives, and workforce planning.
Oversee recordkeeping of all fixed assets, including those acquired with grant funds, to ensure accurate accounting and compliance with federal requirements.
Support continuous improvement of the budgeting process by educating department leaders on financial issues affecting their units and promoting strong fiscal stewardship throughout the organization.
Manage financial operations related to Inmate Accounts, the Canteen, and the Off‑Duty Deputy Program.
Serve as primary point of contact for the agency’s banking institutions, state and federal funding agencies, and external auditors.
Perform other duties as assigned.
