About The Position

The Chief Engineer is responsible for maintaining the integrity of all building systems, providing services to tenants, supervising other engineering staff, and operating the building efficiently. This role ensures that all systems, including HVAC, electrical, plumbing, and fire alarm, are maintained in excellent condition through a documented preventative maintenance program. The Chief Engineer also manages building operations within budget, reviews renovation plans, ensures contracted work meets standards, and develops emergency operational procedures. Additionally, the role involves managing engineering staff, developing work schedules, controlling overtime, and conducting staff meetings focused on safety and operational improvements. The Chief Engineer must be available for various shifts, including extended hours, nights, weekends, and holidays, and provide excellent customer service. They will also oversee MEP, sustainability, and IAQ operations, manage preventative maintenance programs, represent Property Management at construction meetings, and assist in technical training.

Requirements

  • High School diploma or equivalent educational certification preferred.
  • Minimum of 10 years of operational experience required.
  • 5 years at a supervisory level or equivalent experience and responsibility preferred.
  • Accredited technical school, military, or college certification in HVAC and/or Operating Engineering Technologies and/or equivalent job related training and experience required.
  • License(s) for applicable jurisdiction and equipment: NYR Manhattan QO1 Refrigeration Engineers License, S-12 Sprinkler COF, S-13 Standpipe single zone COF, S-14 Standpipe multi zone COF, Air compressor COF required.
  • Universal CFC certification required.
  • Continuing education in field.
  • Advanced computer skills – Building Automation Systems, Microsoft Windows, Excel and Lotus Notes knowledge.
  • Excellent technical and problem solving abilities.
  • Ability to work independently.
  • Ability to organize and coordinate work efficiently, set priorities and motivate others.
  • Familiarity with OSHA, NEC, NFC, and life safety codes.

  • BOMI SMA/RPA Certification or enrollment in program preferred.

Responsibilities

  • Ensure the proficient operation of assigned assets, ensuring all systems are maintained in first class condition (HVAC, water treatment, electrical, lighting, plumbing, elevator, energy management, fire alarm, structural, hardware, and key control).
  • Maintain and refine a documented preventative maintenance and service call program for all building systems.
  • Organize and maintain comprehensive record files consisting of operations and maintenance manuals, blueprints, loss prevention activities, safety training, material safety data, and other pertinent documents.
  • Regularly inspect machinery and electrical rooms and all other work areas to ensure good housekeeping and safe working conditions.
  • Maintain daily communications with Regional Property Managers, Director of Engineering and Property Managers on ongoing work and non-routine situations.
  • Operate within the budget established for designated accounts and provide input for annual operating budget and anticipated capital expenditures.
  • Review tenant and base building renovation plans and specifications, providing comments relating to design problems or conflicts to existing building systems or structures.
  • Ensure all contracted maintenance, repair or construction activities conform to established building policies and standards.
  • Provide suggestions and/or plans to improve the operating or energy efficiency of building systems.
  • Maintain all applicable paperwork including purchase order requests and provide appropriate backup for accounting reconciliation.
  • Develop and practice emergency operational procedures with staff such as equipment changeover, isolation of electrical and water systems, fire, bomb threat, evacuation, power outages, severe weather, etc.
  • Respond to building emergencies and provide back up support to other Chief Engineers.
  • Ensure building standards are maintained as established in the annual property management audit.
  • Effectively manage engineering staff to include assigning work, providing supervision and direction, conducting employee reviews and facilitating training programs.
  • Develop work schedules for assigned staff, manage timesheets, and control overtime.
  • Conduct monthly staff meetings in conjunction with regional and property teams, including discussions on safety and review of the previous month’s service history.
  • Oversee and support MEP, sustainability, IAQ, general operations of existing assets and support of design, construction, and commissioning of new development/acquisitions and related engineering workforce activities.
  • Manage Angus Anywhere preventative maintenance, loss control and service call programs.
  • Represent Property Management at tenant and base building construction meetings, as necessary.
  • Assist in the technical training and upgrading of skills of more junior personnel.
  • Pursue employee development objectives recommended by the Director of Engineering and/or Regional Property Managers.
  • Assist in the administration of the properties impairment and loss prevention program.
  • Perform other duties as assigned.
