About The Position

The Chief Engineer provides technical and strategic leadership for civil infrastructure projects and supports the safe, compliant, and profitable delivery of work across the organization. This role oversees engineering planning, constructability, design coordination, technical risk management and value engineering for projects such as highways, bridges, transit systems, utilities, site civil work, and other public infrastructure improvements. Lead the engineering function for civil infrastructure and heavy civil construction projects from preconstruction through closeout. Provide technical oversight for means and methods, constructability reviews, temporary works coordination and design interpretation. Review and approve technical reports, work plans, calculations, and engineering recommendations as required. Establish engineering standards, procedures, and quality expectations across projects and ensure consistent application. Oversee technical compliance with contract documents, applicable codes, permit requirements, and client standards Drive value engineering and innovation initiatives that improve constructability, schedule performance, quality, and cost outcomes. Monitor engineering resources across the portfolio and help prioritize assignments to meet project and business demands. Support bid and proposal efforts by reviewing plans, specifications, quantities, phasing, sequencing, technical risks, and alternative concepts. Partner with estimating and operations teams to develop cost-effective, practical, and compliant engineering solutions. Coordinate with owners, consultants, subcontractors, and internal project teams to resolve design issues, RFIs, submittents, and technical conflicts. Champion safety through engineering planning, hazard identification, temporary works review, and integration of safe construction practices. Support schedule development and execution planning by aligning engineering deliverables with procurement and construction milestones. Contribute to risk management, claims support, change management, and documentation of technical decisions.

Requirements

  • Bachelor’s degree in Civil, Structural Engineering, or similar, from an accredited institution.
  • 20+ years of progressive engineering experience in civil infrastructure, heavy civil, or transportation construction.
  • PE license – NY and NJ required.
  • History of long-term employment and work tenure.
  • Demonstrated leadership experience supporting complex construction projects and managing technical teams.
  • Strong knowledge of civil construction methods, drawings, specifications, sequencing, and field execution.
  • Experience with public agency, municipal, state, or transportation authority projects.
  • Working knowledge of applicable codes, standards, permitting requirements, and quality expectations for infrastructure work.
  • Ability to evaluate technical risks, interpret contract documents, and develop practical solutions under schedule and budget constraints.
  • Strong communication skills with the ability to collaborate effectively with field operations, clients, design partners, and executive leadership.
  • Proficiency with standard engineering and construction software, document control systems, and Microsoft Office tools.
  • Experience supporting design-build, CM/GC, or alternative delivery projects.
  • Background in temporary works, traffic staging, utility coordination, structural support systems, or geotechnical interface management.
  • Familiarity with BIM, digital delivery tools, and model-based coordination workflows.
  • Excellent written and verbal skills.
