About The Position

The Chief Engineer / Lead Architect will provide technical leadership for the JPES modernization and sustainment effort supporting DISA Global Force Management (GFM). This role is responsible for enterprise architecture, DevSecOps alignment, multi-enclave deployment strategy, database synchronization, and secure integration with external DoD systems across SIPR environments. The architect will lead technical strategy for a cloud-hosted, containerized Java/Spring-based application deployed in Azure and Kubernetes environments, with CI/CD pipelines hosted in AWS GovCloud (DISA C2FS).

Requirements

  • BA/BS degree in an Engineering discipline. An additional four years of experience in lieu of a degree is acceptable.
  • 10+ years of enterprise software architecture experience.
  • 8+ years of hands-on Java/Spring development leadership.
  • Demonstrated ability to communicate complex technical architectures, DevSecOps workflows, and data integration strategies to government stakeholders, senior leadership, and cross-functional engineering teams.
  • Proven experience leading technical discussions in high-visibility DoD environments, including design reviews, sprint demos, and security assessments.
  • Deep experience building web-based enterprise applications.
  • Demonstrated experience with Kubernetes in secure government environments.
  • Experience in architecting PostgreSQL databases and replication strategies.
  • Experience with multi-system data exchange across DoD systems.
  • Strong background in REST APIs / Web Services.
  • Strong DevSecOps background.
  • Experience in SIPR environments.
  • Active Secret clearance

Responsibilities

  • Serve as primary technical interface to DISA engineering leadership, clearly communicating architectural decisions, tradeoffs, and risk impacts to both technical and non-technical stakeholders.
  • Lead architecture for Java/Spring enterprise web applications deployed in Kubernetes.
  • Design and oversee PostgreSQL (EDB) database architecture and synchronization strategies across enclaves.
  • Manage legacy Oracle integration and transitional data replication with JOPES.
  • Architect secure RESTful APIs and external DoD system interfaces.
  • Guide containerization strategy (Docker/K8s, RHEL).
  • Oversee ELK-based logging and observability.
  • Ensure DevSecOps pipeline integration and secure CI/CD deployments.
  • Support multi-enclave deployment (CONUS Azure, OCONUS U.S. base locations).
  • Ensure architecture supports Government Purpose Rights and modular open design.
