About The Position

The Chief Deputy Attorney General of the Charitable Trusts and Organizations Section (CTO) is a highly advanced professional, legal, and administrative position in the PA Office of Attorney General. An employee in this position serves as the Chief of a section that handles several thousand matters related to Pennsylvania nonprofit organizations, charitable trusts, and charitable estates. The employee in this position is responsible for all legal and administrative matters inherent to the operation of CTO. This position serves as the Section Chief of CTO and is responsible for rendering legal services and advice on matters of paramount importance, scope, and complexity and performing administrative tasks in the oversight and guidance of the section. Supervision is exercised, often through intermediate supervisors, over a large staff of attorneys and various investigative and staff positions, which includes assigning and reviewing work. Work is received via policy direction from the Executive Deputy Attorney General of the Public Protection Division, is performed with wide latitude for independent judgment, and is reviewed through conferences with the Executive Deputy Attorney General.

Requirements

Graduation from an accredited school of law
Admission to the Bar of the Supreme Court of Pennsylvania
An unquantifiable degree of progressively responsible legal experience which affords the employee the necessary knowledge to perform the required work of this high-level supervisory position

Ability to plan, coordinate, and direct extensive programs inherent to the operation of the section
Ability to deal tactfully and effectively with court officials, state and local government officials, and with the general public
Ability to plan, direct, coordinate, and review the work of attorneys, investigative staff, and/or support staff

Responsibilities

Participates in the initiation and development of new and revised departmental policies and procedures
Provides advice to the Executive Deputy Attorney General
Confers with the Executive Deputy Attorney General and/or with the Attorney General or First Deputy Attorney General concerning legislation and policy formulation and implementation
Represents the Attorney General on matters and at meetings, conferences, and trainings inherent to the objectives of the Charitable Trusts and Organizations Section
Plans, coordinates, and directs all legal, management, administrative, and fiscal matters for the Charitable Trusts and Organizations Section
Supervises and coordinates the preparation of briefs, filings, and other activities incidental to litigation and court work
Supervises the work of attorneys, investigators, support staff, and senior management for the assigned unit
Supervises and/or conducts public hearings
May assign work to investigative and/or support staff and may supervise support staff
When the supervisor of an attorney or support staff employee, may be responsible for managing the employee’s leave usage
Completes or reviews employee performance evaluations, and recommends favorable or adverse personnel actions
Provides overall direction and guidance to subordinate attorneys
Represents the state personally in highly complex and important litigation before trial courts
Drafts formal opinions
Performs related work as required
