About The Position

Assists the County Assessor in administering property assessment and appraisal activities in accordance with Iowa laws and regulations. This position helps ensure fair and equitable property valuations for taxation purposes and may supervise staff, conduct field inspections, analyze property data, and assist taxpayers with assessment questions and appeals.

Requirements

  • Knowledge of the tools, techniques, standards, and guidelines employed in the discovery, listing, and valuing of real and personal property.
  • Knowledge of Iowa property assessment laws.
  • Knowledge of mass appraisal systems.
  • Knowledge of property owners’ rights and assessment appeal processes.
  • Knowledge of computers and job-related software programs.
  • Skill in presenting facts and recommendations effectively both orally and in writing.
  • Skill in planning, supervising, and reviewing the work of subordinates.
  • Skill in the development and maintenance of working relationships with county officials, associates, and the general public.
  • Skill in developing, interpreting, and applying procedures.
  • Skill in the analysis of problems and the development and implementation of solutions.
  • Skill in oral and written communication.
  • Possession of or ability to readily obtain a valid driver’s license issued by the State of Iowa for the type of vehicle or equipment operated.
  • Must be on the Iowa Department of Revenue list of eligible candidates for appointment as Deputy Assessor.

Responsibilities

  • Collects building permits from municipalities in the county; measures, values, and lists new commercial, industrial, and residential new construction.
  • Processes property splits and creates parcels with new values in the Computer-Assisted Mass Appraisal (CAMA) system; forward information to office staff for entry into the real estate system.
  • Runs periodic and frequent sales ratio studies in the CAMA system and analyzes results.
  • Reviews new Declaration of Value forms on a daily basis; contacts seller to verify sales conditions.
  • Revalues all properties in the county as scheduled; updates land values, changes map factors, and runs sales ratio analysis to determine the accuracy and equity of new valuations.
  • Performs informal reviews for a significant amount of residential and for all commercial and industrial properties.
  • Attends meetings of the Board of Review to answer questions, explain methodologies, and defend assessed values.
  • Attends city council meetings as requested to provide information and answer questions concerning tax abatements or other assessment-related matters.
  • Performs the duties of the Assessor in his or her absence as assigned.
  • Performs related duties.
