About The Position

The Oregon Department of Transportation (ODOT) is seeking a Chief Administrative Officer to lead the Support Services Division. This executive role involves setting strategic direction, shaping division policy, and ensuring the necessary resources and infrastructure are in place to support the agency’s mission. The Support Services Division encompasses the Facilities Branch, Human Resources Branch, Information Systems Branch, Procurement Office, Office of Employee Safety, and Data Solutions Office. The position is crucial for building a fiscally sound, innovative division and fostering collaboration across the agency, other agencies, and jurisdictions. ODOT's mission is to provide a safe and reliable multimodal transportation system that connects people and helps Oregon's communities and economy thrive. Requirements

  • Seven years of management experience in business operations; OR Four years of management experience in business operations and a bachelor’s degree in a related field.
  • Experience in managing and leading organizations, including budgeting and personnel management.
  • Demonstrated understanding of key administrative functions including procurement, human resources, and information systems.
  • Must fill out the US Department of Homeland Security’s I-9 form confirming ability to work in the US.

Responsibilities

  • Set vision, direct and provide leadership to the six branch managers and 300+ employees in the Support Services Division.
  • Oversee state and federal legislative, administrative, and financial activities impacting division programs.
  • Manage department-wide projects.
  • Define the division's structure and objectives, ensuring clear lines of communication, removing barriers, and encouraging continuous improvement and collaboration.
  • Manage the division’s budget and direct and approve biennial budget requests.
  • Guide managers in establishing goals, developing plans, and monitoring progress.
  • Review and approve major program and operating plans to ensure alignment with branch, department, and legislative objectives.
  • Monitor and evaluate division performance, provide regular reports to the deputy director, and implement process and system improvements.
  • Serve as a member of the Agency Leadership Team (ALT) in setting and implementing agency-wide priorities and policies, including achieving agency-wide goals in the Strategic Action Plan.
  • Advise and counsel the deputy director and others on administrative, financial, and organizational matters.
  • Serve on key internal committees and represent the agency with external partners and on national boards, conferences, and other events.
