About The Position

The Chart of Accounts (CoA) Lead serves as the functional design authority for Oracle Fusion enterprise structures and the Chart of Accounts within the organization’s Fusion Cloud ERP transformation. This role owns the design and configuration of legal entities, ledgers, business units, balancing segments, accounting hierarchies, Subledger Accounting, and financial master data governance. Federal compliance, controlled-data, and export-control requirements are established by the Federal Compliance Lead and Legal, Security, and Export Compliance teams. The CoA Lead translates those requirements into scalable financial structures, accounting processes, reporting models, data-segregation requirements, and implementable Oracle Fusion design decisions. This is a functional design and configuration role rather than a policy-authorship or security-administration role. The CoA Lead defines how financial information is structured, accounted for, governed, and reported, while partnering with the Security & Access Architect on implementation of access controls.

Requirements

  • Bachelor’s degree in Accounting, Finance, Business Administration, Information Systems, or a related field (or equivalent experience).
  • US citizen and eligible to obtain a US Government security clearance.
  • 10+ years of Oracle Financials implementation experience, including at least two full-cycle Oracle Fusion Cloud Financials implementations in a lead functional design role.
  • Demonstrated experience designing a Chart of Accounts and enterprise structures for a multi-entity, multi-ledger global organization.
  • Strong functional experience with General Ledger, Subledger Accounting, Intercompany, financial reporting, and financial master data governance.
  • Demonstrated experience translating statutory, management, executive, and operational reporting requirements into scalable ERP designs.
  • Experience integrating financial structures with Projects, Procurement, Supply Chain, Manufacturing, Cost Management, or related Oracle Fusion modules.
  • Working knowledge of role-based access control (RBAC), Segregation of Duties, audit controls, and financial-data access requirements.
  • Expert knowledge of Oracle Fusion Cloud Financials enterprise structures, Chart of Accounts design, General Ledger, and Subledger Accounting.
  • Strong understanding of multi-entity, multi-ledger, multi-currency, and global financial architectures.
  • Ability to translate complex accounting, reporting, regulatory, and business requirements into scalable Oracle Fusion configurations.
  • Strong knowledge of CoA design principles, including segments, value sets, hierarchies, cross-validation rules, balancing, and master-data governance.
  • Knowledge of intercompany accounting, allocations, revaluation, translation, consolidation, period close, and financial reporting.
  • Ability to design account-derivation rules and accounting structures spanning multiple Fusion subledgers.
  • Understanding of government-contract accounting concepts, including indirect cost structures, fringe, overhead, G&A, allowable and unallowable costs, cost segregation, and DCAA accounting-system considerations.
  • Working knowledge of financial controls, RBAC, SoD, audit trails, approval workflows, and financial-data governance.
  • Ability to interpret compliance requirements and translate them into financial-system design decisions without assuming ownership of compliance policy.
  • Ability to identify sensitive or controlled information within financial processes and design structures that minimize unnecessary exposure of that information.
  • Strong understanding of financial reporting architecture and the ability to determine when requirements should be addressed within Fusion versus supplemental reporting or downstream analytics.
  • Strong analytical, problem-solving, and decision-making capabilities, including the ability to evaluate tradeoffs among accounting requirements, reporting needs, compliance considerations, usability, and long-term maintainability.
  • Ability to establish design standards, document architecture decisions, maintain requirements traceability, and govern configuration changes.
  • Ability to lead cross-functional design discussions and communicate complex accounting and ERP concepts clearly to Finance, IT, Security, Compliance, and business stakeholders.
  • Strong collaboration skills across HCM, Procurement, Projects, Supply Chain, Manufacturing, Cost Management, Tax, Security, and reporting workstreams.
  • Ability to lead financial conversion, reconciliation, testing, cutover, and first-period-close activities within a complex ERP transformation.

Nice To Haves

  • Experience with Oracle Government Cloud or another FedRAMP-authorized environment.
  • Experience designing financial structures for a federal contractor or an organization supporting U.S. Government programs.
  • Familiarity with CUI, FCI, CMMC, DFARS, ITAR/EAR, and NIST SP 800-171 requirements.
  • Experience with indirect cost structures, Cost Accounting Standards, DCAA accounting-system adequacy, and government-contract cost segregation.
  • Experience within the Defense Industrial Base, aerospace, defense, industrial manufacturing, or another highly regulated global environment.
  • Experience with Fusion General Ledger consolidation, Financial Reporting Center, Smart View, and OTBI.
  • Experience with Oracle EPM capabilities, including Financial Consolidation and Close and Account Reconciliation, when consolidation or reconciliation extends beyond General Ledger.
  • Current Oracle Fusion Cloud Financials Implementation Professional certification; or
  • Current Oracle Fusion Cloud General Ledger Implementation Professional certification with demonstrated enterprise-structure and CoA design experience.
  • One of the following (current release-year credential): Oracle Fusion Cloud Financials Implementation Professional.
  • Oracle Fusion Cloud General Ledger Implementation Professional, with demonstrated enterprise-structure and CoA design experience.

Responsibilities

  • Lead the design and configuration of legal entities, ledgers and ledger sets, business units, balancing segments, accounting calendars, currencies, and accounting conventions.
  • Design structures that support global commercial operations, government-contract activity, statutory and management reporting, and financial consolidation.
  • Partner with HCM, Procurement, Supply Chain, Projects, Tax, Security, and other workstream leads to maintain consistent enterprise structures across Oracle Fusion.
  • Determine whether government-contract activity requires separate ledgers, business units, segment values, or reporting hierarchies to support cost segregation, controlled-data requirements, and contractual reporting.
  • Own cross-workstream financial-structure design decisions and govern post-approval changes through formal change-control processes.
  • Lead the design of the Oracle Fusion Chart of Accounts, including segments, value sets, hierarchies, cross-validation rules, and segment-value governance.
  • Design a CoA that supports statutory, management, executive, project, and government-contract reporting while avoiding unnecessary operational or controlled information within the account structure.
  • Partner with project accounting and government-contract accounting leads to define indirect cost structures, including fringe, overhead, and G&A accounts, pools, and allocation bases.
  • Support allowable and unallowable cost segregation, contract-cost reporting, and financial structures aligned with DCAA accounting-system adequacy requirements.
  • Establish governance for creating, modifying, approving, and retiring segment values and reporting hierarchies.
  • Define and enforce design principles that limit unnecessary CoA complexity and uncontrolled growth in account combinations.
  • Own Subledger Accounting design and account derivation across Payables, Receivables, Fixed Assets, Project Costing and Billing, Revenue Management, Cash Management, and Cost Management, including receipt, inventory, and manufacturing accounting.
  • Define intercompany accounting, balancing, allocations, revaluation, translation, consolidation, and period-close design.
  • Establish reporting hierarchies supporting statutory, management, executive, and government-contract reporting.
  • Determine whether reporting requirements should be addressed through Fusion structures, delivered reporting capabilities, supplemental reporting tools, or downstream analytics.
  • Maintain traceability among business requirements, financial architecture decisions, accounting rules, Fusion configuration, and reporting outputs.
  • Identify financial information that may contain Controlled Unclassified Information (CUI), Federal Contract Information (FCI), export-controlled data, contract information, or other sensitive government-related information.
  • Partner with the Federal Compliance Lead to determine where controlled financial information enters, resides, moves through, and exits Fusion financial processes.
  • Define ledger-, business-unit-, and segment-value-level access requirements for implementation by the Security & Access Architect.
  • Design financial structures and naming conventions that minimize unnecessary use of controlled program names, customer identifiers, contract references, and export-controlled information in segment descriptions, hierarchies, report labels, and attachments.
  • Identify reports, extracts, spreadsheets, interfaces, and third-party processes through which controlled financial information could leave Fusion.
  • Define Segregation of Duties (SoD) requirements for journal creation and approval, period close, account maintenance, hierarchy changes, and financial master data administration.
  • Define audit-trail, approval, retention, and evidence requirements for financial configuration and transactions.
  • Partner with the Security & Access Architect to validate implementation of approved financial access and SoD requirements.
  • Support configuration reviews, security testing, financial reconciliation, user acceptance testing, and go-live readiness.
  • Define legacy-to-Fusion CoA mapping and financial conversion requirements.
  • Establish conversion scope for opening balances, historical balances, account mappings, and reporting hierarchies.
  • Define financial reconciliation criteria and support trial-balance validation, cutover planning, and first-period close.
  • Own enterprise-structure and CoA design documentation and support go-live sign-off for the financial-structures workstream.
