About The Position

The Chargé de Gestion will be responsible for accounting and budgetary management functions for the Rabat agency, under the hierarchical supervision of the Deputy Director and in coordination with the Mediterranean Sahel Regional Directorate (DRMS). This role involves managing accounting tasks such as preparing and processing accounting statements, corresponding with headquarters and regional accounting services, and monitoring bank accounts. It also includes budget management, including annual budget preparation, mid-year revisions, and monitoring budget execution for operations and investments. The position also entails payroll control for the Rabat agency and the DRMS office in Casablanca, managing AFD facilities for agents, and overseeing the agency's IT equipment, including computer preparation for new arrivals, server backups, and IT problem resolution. The role may also involve interim support for logistics management, including suppliers and maintenance work, and any other tasks assigned by the Directorate.

Requirements

  • Bac + 3 in management or accounting.
  • Minimum of 3 years of experience in management/accounting.
  • Proficiency in accounting software and standard IT tools (Word/Excel).
  • Ability to work with rigor and autonomously, as well as in a team.
  • Ability to work in a multicultural and dynamic environment.
  • Sense of confidentiality.
  • Awareness of risk management.
  • Flexibility to comply with and adopt AFD procedures.
  • Awareness of risk management and confidentiality in data handling.
  • Oral and written fluency in French.

Responsibilities

  • Manage accounting tasks including preparing and processing accounting statements, scanning, and archiving.
  • Correspond with headquarters (RCC/CPR) and the Regional Accounting Platform (DRMS).
  • Monitor AFD accounts with the bank, including account funding and correspondence.
  • Update and monitor authorized signatures at the bank.
  • Follow up on and clear suspense accounts for Rabat agency third parties.
  • Implement accounting and budgetary instructions.
  • Process operational and investment expenses for the agency.
  • Prepare transfer orders.
  • Develop the annual budget and conduct mid-year revisions (RBM and PDFA).
  • Prepare and monitor the execution of the agency's budget (operational and investment).
  • Contribute to the development and monitoring of the HR budget (initial budget and PDFA).
  • Conduct physical inventory of assets.
  • Control payroll for the Rabat agency and the DRMS office in Casablanca by transmitting data to an external provider and checking their outputs.
  • Manage AFD facilities for agents of the Rabat agency and the DRMS.
  • Manage the agency's IT equipment (CIL), including preparing computers for new arrivals, server backups, and resolving IT issues with headquarters' support.
  • Potentially assume interim responsibilities for logistics management, including suppliers and maintenance, and undertake any other assigned missions.
