About The Position

Under general supervision of the Chief Building Official (C.B.O.) or his designee: Reviews construction documents; inspects construction for compliance with approved construction documents (and where plans are deficient, inspects construction for compliance with applicable codes and regulations), provides reports to the Chief Building Official and/or Residential Building Official; maintains construction document logs/ records/files/etc. during construction; communicates as directed by the Chief Building Official and/or Residential Building Official with permit holders/contractors/architects/engineers, regarding status of construction plan/code compliance; assists in the dissemination of Chief Building Official's and/or Residential Building Official’s orders.

Requirements

  • Holder of valid State of Ohio Inspector Certificates as issued by the Ohio Board of Building Standards (OBBS); or holder of passing scores of International Code Council (I.C.C.) certification tests of OBBS classifications as determined by the Chief Building Official based on current staffing and workload which may include any of the following groups:
  • Residential Building Inspector and Building Inspector.
  • Electrical Safety Inspector.
  • Plumbing Inspector.
  • Residential Building Official certification may be substituted for Residential Building Inspector certification.
  • Building Official certification may be substituted for Building Inspector Certification.
  • Applicants not fully certified by the OBBS at the time of application must receive Interim Certification in the classifications as determined by the Building Official prior to the time of hire.
  • Applicants not fully certified by the OBBS at the time of hire must receive full certification in the classifications as determined by the Building Official within twelve months of hire.
  • Extensions to the time periods may be pre-approved by the CBO.
  • Employees must maintain certification in the classifications as determined by the Building Official as a condition of employment.
  • Valid driver’s license with driving privileges in the state of Ohio.
  • Employees who have completed a Department of Labor Approved Apprenticeship Program directly related to their certification(s) or hold valid and utilize State of Ohio Certificates as issued by the Ohio Board of Building Standards (OBBS) of any of the following will be compensated an additional $1/hour for each certification not to exceed $3/hour total:
  • Master Plans Examiner.
  • Building Plans Examiner.
  • Fire Protection Plans Examiner.
  • Electrical Plans Examiner.
  • Plumbing Plans Examiner.
  • Mechanical Plans Examiner.
  • Ability to read and correctly interpret construction drawings and maps.
  • Knowledge of construction industry terms, methods, and documents.
  • Knowledge of and ability to use inspection tools and equipment.
  • Knowledge of State mandated codes and locally adopted regulations and ordinances.
  • Knowledge of data entry and retrieval systems. (On the Job Training, OJT)
  • Must be able to communicate effectively with contractors, building owners and the general public.
  • Must be able to write letters and reports as required; answer routine correspondence incidental to work.
  • Ability to climb ladders, stairs and scaffolding; crawl through attics and crawl spaces; and work in confined spaces.
  • Ability to operate a computer, smart phone and other similar electronic devices.

Responsibilities

  • Performs inspections of new construction, alterations and additions to determine that work, for which they are certified to inspect, is in compliance with plans and specifications; inspects all material installed at job sites; prepares reports regarding inspections and reports findings to the C.B.O. and/or R.B.O.
  • Consults with owners/applicants/contractors/architects/engineers as directed by the C.B.O. and/or R.B.O. concerning violations and corrective measures pertaining to violations found on construction sites (offering assistance for solutions to violations subject to approval of Plans Examiner, R.B.O. and/or C.B.O.). Conducts themselves in a professional, courteous, impartial, responsive and cooperative manner.
  • Performs data entry and retrieval of job and contractor records, files, and documents as required for inspecting and reporting of inspections.
  • Attends hearings, meetings and seminars as required by the C.B.O. and/or R.B.O.
  • Keeps records of inspections made and actions taken: maintains active and inactive files.
  • Reviews video and other photographic material for code compliance.
  • Assists the C.B.O. and/or R.B.O. in resolution of public and client complaints and resultant actions.
  • Additional duties as assigned by the Chief Building Official and/or his designee.
