About The Position

New York City Emergency Management (NYCEM) helps New Yorkers before, during, and after emergencies through preparedness, education, and response. NYCEM is responsible for coordinating citywide emergency planning and response for all types and scales of emergencies. We are staffed by more than 200 dedicated professionals with diverse backgrounds and areas of expertise, including individuals assigned from other City agencies. The Community Engagement division helps communities become more resilient by providing guidance for community emergency planning for the most common hazards in New York City and connecting established community organizations and networks to the Emergency Operations Center. Through outreach and training, the Community Preparedness Bureau brings together leaders from volunteer programs, community and nonprofit organizations, and government to promote preparedness at the local level. New York City Emergency Management’s Community Emergency Response Team (CERT) Program oversees groups of community-based volunteers trained in disaster preparedness and emergency response. CERT members undergo a 30-hour basic training course in fire safety, medical operations, light search and rescue, police science, and the specifics of operating in an urban environment. CERT members are organized geographically by borough and sponsored, managed, and trained by NYC Emergency Management in partnership with FDNY and NYPD. The New York City Community Emergency Response Team Program Manager will organize, develop, and support team-based initiatives dedicated to strengthening organizational capacity, preparedness, and growth. The selected candidate will report to senior leadership and focus on the development of leadership capability at all levels of the program. This person must be able to communicate the program’s strategic vision and enable them to carry out the mission within their communities or organizations. The position requires someone who demonstrates a working knowledge of the local environment and shows commitment to building resilience and sustainable growth.

Requirements

  • A four-year high school diploma or its educational equivalent approved by a state's department of education or a recognized accrediting organization and six years of satisfactory full-time professional experience in one or a combination of the following: emergency management, fire, police, or military service, public safety, public health, public administration, urban planning, engineering, or another specialized area to which the appointment is to be made
  • A baccalaureate degree from an accredited college and two years of satisfactory full-time professional experience in emergency management, fire, police, or military service, public safety, public health, public administration, urban planning, engineering, or another specialized area
  • A master's degree from an accredited college in emergency management, public administration, urban planning, engineering, economics, political science, the physical sciences, or related field and one year of satisfactory full-time professional experience in emergency management, fire, police, or military service, public safety, public health, public administration, urban planning, engineering, economics, political science, the physical sciences, or related field, at least two years of which must have been in one of those areas, or another specialized area to which the appointment is to be made
  • Education and/or experience equivalent to the above options, with a mandatory four-year high school diploma or its educational equivalent
  • For Assignment Level II, one additional year of professional experience after meeting minimum requirements
  • Candidates must be authorized to work in the United States without employer support to be eligible for selection
  • The selected candidate will be required to be in person in the office location three days per week, with exceptions for extenuating circumstances

  • Proficiency in a second language commonly spoken in NYC a plus

  • Familiarity with volunteer management software and applications
  • Proficiency with Social Media tools, such as Facebook, Instagram and Twitter

Responsibilities

  • Develop and manage overall training curriculum and associated activities
  • Design and implement new training opportunities, both in-person and remote, to advance program goals
  • Support the development of new exercises, workshops, and simulations
  • Coordinate local and organization-wide training initiatives
  • Establish and maintain program partnerships
  • Develop leadership training and coaching opportunities
  • Organize recognition events and initiatives to celebrate contributions
  • Create peer-to-peer learning or other mentoring opportunities
  • Assist with procurement, records management, and logistics for major events and activities
  • Contribute to special projects as needed
  • Supervise fellows, interns, or other staff as needed
  • Act as a liaison between program leadership, volunteer, and partners during activations or major initiatives
  • Support communication and collaboration during high-priority operations
  • Be assigned to an on-call Emergency Operations Center (EOC) team
  • Work non-business hours during some emergencies (nights, weekends, holidays, and extended week hours outside of a 9AM-5PM schedule)
  • Participate in trainings to build skills and competencies in emergency response
  • Participate in drills and exercises associated with the on-call EOC team
