About The Position

The Technology & Business Enablement (TBE) Organization Program Management Office (Org PMO) provides governance to TBE’s 18000+ programs and projects, its Book of Work (BoW), with a robust set of PM governance procedures, reporting/metrics information and PM Quality guidelines and processes. The critical operating principles of this Org PMO are to comply with its responsibilities in a standard, simple and independent manner. The TBE organization supports all of Citi’s Technology functions. The Centralized Execution Services Head is responsible for leading a team that partners closely with Business and Technology to establish compliant, well-structured Books of Work (BoW) that are execution-ready and aligned to enterprise standards. This role plays a critical leadership function in building strong partnerships across Business and Technology, ensuring alignment on expectations, priorities, and desired outcomes from investment planning through execution readiness. Spanning Investment Request alignment through PTS work effort creation in the Initiate phase, the role helps ensure strategic investments are translated into disciplined, well-governed, and executable plans.

Requirements

  • Demonstrated executive leadership with deep expertise in governance, execution oversight, and large-scale portfolio management.
  • Strong ability to build trusted partnerships across Business and Technology and align diverse stakeholders around shared goals and expected outcomes.
  • Strong strategic thinking with the ability to connect investment decisions, governance requirements, and execution outcomes across a complex organization.
  • Exceptional judgment, communication, and stakeholder management skills, with the ability to influence senior leaders and challenge constructively.
  • Strong command of project management standards, controls, and execution practices, with a disciplined approach to accountability, consistency, and quality.
  • 15+ years of experience in project management, PMO leadership, governance, or execution oversight within large, complex organizations.
  • Proven track record of leading teams, overseeing enterprise-scale portfolios, and delivering high-quality outcomes in highly matrixed environments.
  • Experience working across business and technology organizations to drive alignment, improve execution discipline, and achieve strategic objectives.
  • Strong familiarity with project management policies, reporting, and tools, with the ability to operate effectively at both strategic and operational levels.

Responsibilities

  • Lead the centralized execution services function, strengthening the quality, consistency, and governance of the T&BE Book of Work.
  • Build strong partnerships across Business and Technology to ensure alignment on strategic priorities, execution expectations, and desired outcomes.
  • Provide leadership across the transition from investment planning into execution, ensuring work is aligned to business objectives and positioned for successful delivery.
  • Oversee governance of the BoW through Initiation and proactive monitoring through Planning completion, driving transparency into execution readiness, structural integrity, and portfolio health.
  • Review and challenge investment alignment, funding construct, and PTS work effort setup to ensure completeness, compliance, and traceability from approved investment to executable work.
  • Align stakeholders across Business, Technology, and PMO teams to drive clarity on scope, priorities, and accountabilities.
  • Deliver executive and regulatory reporting that highlights portfolio themes, risks, readiness, and emerging issues.
  • Identify systemic gaps and escalation points, and drive timely resolution with senior stakeholders.
  • Serve as a senior partner to Cross-Org PMOs, TIPPs, Business Execution Leads, Business Sponsors, and EMT -2 Technology Leads to improve consistency, governance, and execution discipline.
  • Lead enhancements to investment processes, controls, tooling, automation, and reporting to improve transparency and operational effectiveness.
