About The Position

Performs a variety of difficult, complex, and specialized professional and administrative work managing the work and activities of the Central Inspections Department; does related work as required. Work is performed under the supervision of the Assistant County Manager. Directs and supervises all activities of the Central Inspections department; provides supervision, evaluation, and ongoing support of department staff through formal and informal discussions and evaluations. Implements Department of Insurance code updates pertaining to building, electrical, plumbing, & mechanical as well as Legislative updates. Oversees the enforcement of building, plumbing, electrical, and mechanical codes according to state and local regulations. Serves as liaison between the public, contractors, developers, and County administration to resolve code disputes and answer inquiries. Oversees departmental budget; approving annual budget preparation/projections, budget amendments, and budget transfers as well as equipment purchases, contracts, and resource allocations. Insures proper training of staff in accordance with County Personnel Policies. Provides technical assistance, prepares reports, and makes presentations to various boards, commissions, and committees. Investigates field complaints while maintaining and demonstrating considerable professionalism in all interactions. Conducts inspections as needed in supplementing and handling workflow for the department. Performs special assignments as directed.

Requirements

  • Thorough knowledge of Department of Insurance Construction Code requirements for building, electrical, mechanical, and plumbing
  • Ability to interpret and analyze technical and statistical information and to prepare and present technical oral and written reports
  • Considerable knowledge of all types of construction materials and methods, and of stages of construction when possible violations and defects may be most easily observed and corrected
  • Ability to communicate effectively and to tactfully handle customer relationships by clearly explaining complex materials in simple, concise terms
  • Ability to establish and maintain effective working relationships with associates, other departments, agencies, and the general public
  • High School Diploma or equivalent from an appropriately accredited institution and five (5) years of experience in residential/commercial building, electrical, plumbing, and/or mechanical construction work, or permitting
  • Associate degree from an appropriately accredited institution in Civil Engineering, Engineering, Architecture, or related field
  • Bachelor’s degree from an appropriately accredited institution in Civil Engineering, Engineering, Architecture, or related field
  • Possession of four (4) standard level III certifications in electrical, fire, building, plumbing, and/or mechanical
  • Two (2) years of supervisory experience
  • Must possess and maintain a valid North Carolina Driver’s License.
