About The Position

Under the general direction of the Director of Community Development, the Centre Market Manager is responsible for the day-to-day managerial, operational, and administrative duties of operating the historic Centre Market houses. This role is responsible for promoting the City’s efforts toward economic development relating to business recruitment, job creation, retention and expansion, and new business and industry development. The Manager will serve as the City’s liaison to the Chamber of Commerce and RED, Inc. They will attend and act as staff to the Centre Market Commission, which is an advisory board in relation to the overall development of the Centre Market area.

Requirements

  • Bachelor’s Degree in Marketing, Public or Business Administration or closely related field and three (3) years of related experience.
  • An equivalent combination of education and experience which indicates possession of the knowledge, skills and other characteristics may be substituted for the above qualifications.
  • Knowledge of the Wheeling City Charter as it relates to the responsibilities of the Centre market Commission.
  • Knowledge of federal, state and local laws regarding safety issues as they relate to the public, public buildings, and facilities.
  • Knowledge of the principles and techniques of management, supervision, budgeting and forecasting.
  • Skill in establishing and maintaining effective working relationships with people at all levels of the City including elected and appointed officials, employees and the general public.
  • Skill in organizing and prioritizing workload and managing multiple projects.
  • Skill in analyzing and evaluating a variety of projects/plans to determine if they integrate with the City’s community and economic development plans and comply with the applicable planning and zoning ordinances.

Responsibilities

  • Manages and coordinates the operation and maintenance of the historic market houses.
  • Acts as property manager with responsibilities for leasing space, collecting rents and being staff to the Centre Market Commission.
  • Supervises the custodian and assists when needed in performing maintenance and housekeeping duties.
  • Works with city staff, citizens, elected officials, prospective businesses, developers, property owners, existing businesses, lenders, architects/engineers, and other local and state officials in pursuit of economic development objectives.
  • Works with the Convention and Visitors Bureau to promote the Historic Centre Market District to residents, tourists and visitors.
  • Plans, organizes and coordinates activities and events at the Centre Market houses.
  • Attends meetings as required.
