Requirements

  • Demonstrated experience of basic accounting and financial data analysis.
  • Demonstrated experience interpreting and applying the federal and state laws, rules and regulations that govern the CDBG and ARC programs.
  • Demonstrated experience to organize and assist in the conduct of public meetings and conferences with local authorities, civic leaders, and other professionals.
  • Demonstrated experience in the compiling of data for reporting accomplishments and performance, proposed activities and proposed (estimated) allocations for each activity to HUD and knowledge of the IDIS, DRGR and /or SPEARS systems for reporting to HUD, running reports and entering data.
  • Demonstrated experience with Microsoft Word, Outlook, and Excel.
  • Bachelor’s degree from an appropriately accredited institution and five (5) years of experience in either grants management, economic development, community and/or rural development, compliance and regulatory management, stakeholder engagement, disaster recovery, or similar related program areas; or An equivalent combination of training and experience.
  • Must have a valid NC Driver License or the ability to obtain one within 90-days of employment.

Responsibilities

  • Oversees the administration of Community Development Block Grant (CDBG) Economic Development and Appalachian Regional Commission (ARC) programs by providing grant management, technical assistance, compliance monitoring, and guidance to local governments and program recipients.
  • Reviews grant applications, analyzes financial and business information, supports project development and funding decisions, and ensures adherence to federal and state regulations.
  • Conducts outreach, presents funding opportunities to communities, monitors awarded projects, processes grant amendments and reimbursements, and collaborates with public, private, and nonprofit partners to advance economic development and infrastructure initiatives across rural areas.
